On 29th September 2017, the Training and Administration Department of the Central Military Commission (CMC) signed a strategic and cooperative framework agreement with the Open University of China (OUC).

In 2012, the Open University of China was founded based on the existing China Central Radio & TV University. The Ministry of Education’s Approval for the Establishment of the Open University of China, founded through the China Central Radio & TV University proposed that the OUC should "further form an effective quality assurance system."
In order to create an upgraded version of the Ministry of Education’s "One College Student Per Village Programme," and actively implement the new "Integration of Six Networks” model, the OUC’s headquarters and Hunan Branch launched a "Rural College Student Training Programme" mobile learning pilot in 2015.
