The Internet era offers advanced social and technological conditions for the practice of modern and open education. "Smart education" and "smart learning", which are based on information technology and conform to the cultural ideas of modern education, reflect a student-oriented educational concept.

On 22nd June 2018, Jilin Radio and Television University (RTVU) convened a conference on open education for the elderly. Over 60 people participated in the conference, including relevant leaders and experts from the Open University of China (OUC), the Department of Education of Jilin Province, the leaders of Jilin RTVU, branch schools from each city (region), and leaders responsible for elderly education, community education, and non-degree training in RTVUs at county level.

On 14 June, 2018, a digital learning centre for provincial governmental organisations in Changchun, the first of its kind, was set up in the People's Procuratorate of Luyuan district, Changchun. It is a new initiative of the Changchun Radio and Television University (Changchun RTVU), and is designed to assist in the development of open education in Changchun.

On 12 June, 2018, a class at the Open University for the Elderly of Anhui Radio and Television University (Anhui RTVU), the first of the kind, took place in the Anhui Distance Education Building. More than 120 students were enrolled in it.

Recently, the Qingdao Bureau of Education announced the establishment of new education centres, with Qingdao Radio and Television University (Qingdao RTVU) being among those selected.

The 19th CPC National Congress has stated that“socialism with Chinese characteristics has entered a new era of new aspirations and deeds”; that we “should improve vocational education and training systems through networks and continuing education”; and that we“should speed up the construction of a society in which learning is normal for everyone”as the basis for furthering community education in the new era.
