On May 24, 2013, a launch ceremony for Beihai City’s community education practitioner training programme was held using the OUC’s “cloud classroom”, the first major use since its completion.
On May 23, 2013, the annual military distance education meeting was held at Beijing Zongzheng Shahe Training Base. On May 16, 2013, The Open University of China (OUC) successfully convened a video conference on teaching inspection for open education in 2012. The OUC’s schools and teaching management departments submitted comments on, and solutions for, the problems existing within the inspection process, and gave feedback to the regional RTVUs.
Following consideration and scrutiny by China Central Radio and TV University’s (CCRTVU) Outstanding Graduate Assessment Committee, 412 students, including Yang Xiaoyu, have been named “Outstanding CCRTVU Graduates 2012”.

On May 28, 2013, leaders from the OUC and Riga City Council’s Education, Culture and Sports Department signed a cooperation agreement at Riga City Hall. The two sides also attended the unveiling of the first Chinese distance learning center in the Baltic region, of which they are co-founders. Riga City Executive Juris Radzevičs gave a speech at the ceremony.
On May 10, 2013, the Open University of China (OUC) and Tianjin Radio and TV University (Tianjin RTVU) co-hosted a forum and signing ceremony for comprehensive strategic cooperation. The two parties signed an agreement in the spirit of sharing and mutual benefit, pledging comprehensive strategic cooperation in educational systems, talent cultivation, teaching construction and other areas.
