Brief Introduction:

Zhang Wenxi majored in Agricultural Economic Management at the Wuhan Branch from March 2012 to July 2014. In 2009, he served as a member of the Chenyu Villagers’ Committee, Pantang Street, Xinzhou District, Wuhan City, Hubei Province. Since 2011, he has held the position of secretary of Chenyu Village Party Branch and has been head of the villagers’ committee since 2014. He was honoured with the titles of Party Branch Secretary Who Meets the Needs of the People by the CPC Xinzhou District in 2013 and Excellent Member of the Communist Party of China in 2014.  He was elected a deputy to the Fifth Xinzhou District Committee of the Communist Party of China in 2016, a deputy to the Congress of the Communist Party of China of Wuhan City in 2017, and a deputy to the 13th National People’s Congress in January 2018.

“The safety project construction of flood storage and detention areas is the biggest weak point of the Yangtze River basin’s flood control system.” At the 2022 two sessions, Zhang Wenxi, an NPC deputy and first secretary of the Chenyu Village Party Branch, Pantang Neighbourhood, Xinzhou District, Wuhan City, made a proposal to “start a safety construction project for the flood storage and detention area of Zhangdu Lake, coordinate the relationship between flood control security and regional economic and social development, and better support the high-quality development of Wuhan.”

Zhang suggested that the Yangtze River Water Resources Commission of the Ministry of Water Resources should support the planning and construction of the Zhangdu Lake flood storage and detention area, and include the safety construction project in The Yangtze River Basin Flood Control Plan, which is being revised as a project to be implemented in the near future. It is hoped that the National Development and Reform Commission and the Ministry of Water Resources will also give full support to the safety construction of the Zhangdu Lake flood storage and detention area. The Ministry of Natural Resources and the Ministry of Culture and Tourism do support the planning and construction of Zhangdu Lake National Wetland Park and have included it in the construction projects of national parks with Yangtze River culture (Hubei section). All parties should step up efforts to accelerate the construction of an ecological protection demonstration zone in the east of Wuhan City, to coordinate the construction of wetland parks in the middle reaches of the Yangtze River, and to build a major window for ecological civilisation and wetland ecological tourism in the middle reaches of the Yangtze River.
