Fang Qing, an alumnus of Zhejiang Open University (Zhejiang OU), was named a "National Advanced Worker" at the 2020 National Model and Advanced Worker Commendation Conference held in the Great Hall of the People in Beijing on 24 November, 2020.

A 2006 graduate of the Education Management undergraduate programme at Jinhua Radio and TV University, she is deputy director of the Education Bureau of Jindong District, Jinhua City, Zhejiang Province, and headmistress of the Experimental Primary School in the district. She has been recognised for “Upholding and Implementing Socialist Core Values”, and named a National Outstanding Teacher, Outstanding Teacher of Zhejiang Province, Special-education Teacher of Zhejiang Province, Model Education Researcher of the Yangtze River Delta Region, Distinguished Alumnus of the Open University of China (OUC) and Zhejiang Open University (2019), among other honors. Her achievements are listed in 40 People, 40 Episodes, published by Zhejiang OU.

Fang Qing has been involved in primary-school education for 32 years, including 23 years of teaching in the countryside. As a deputy to the 11th and 12th National People's Congresses, as well as to the provincial, municipal and district People’s Congresses, she has been active in promoting educational policy at various levels of government. As headmistress, her philosophy of "love education" has involved placing moral instruction at the heart of education, and two textbooks edited by her, "Four How-tos" and "Moving China", were acclaimed by Professor Zhu Xiaoman, former director of the National Centre of Educational Science Research, and a national expert in moral education. Her mission as headmaster is to help faculty spearhead scientific research. In recent years, her teaching team has made seven outstanding achievements in teaching at the provincial and municipal levels, as well as scientific research, publishing four monographs, and delivering more than 100 lectures nationwide.

Fang Qing and her team have taken the simple concept of love and used it as the basis of a system of education. Her school was named a "National School Featuring Moral Education" in 2012, and her team a "Jinhua Cultural Innovation Team" in 2014.

In 2012, Zhao Hongzhu, former secretary of the Zhejiang Provincial Party Committee, wrote a long letter promoting Fang Qing's educational philosophy and recommending that it be put to use in all kinds of schools in the province.

Fang Qing has also worked to extend her "love education" to neighborhoods and communities, and was therefore appointed "Zhejiang Anti-drug Public Welfare Ambassador" by the Zhejiang Provincial Department of Justice in 2016.

Fang Qing's philosophy and practices have received high praise from Chen Baosheng, secretary of the Party Committee and minister of education. Once an ordinary rural primary-school teacher, she is now recognised nationally for her outstanding qualities.
