CHEN Xiaojing, Han ethnicity, currently serves as a deputy to the 14th National People's Congress (NPC) and holds the positions of Secretary of the General Party Branch, and Director of the Villagers’ Committee in Yuantou Village, Yantan Township, Yongjia County, Zhejiang Province.
She is also a student majoring in Public Administrative Management at Yongjia College of Zhejiang Open University. On 1 March 2021, she was recongised as one of the National Women Pacesetters for Meritorious Service.
During the 2025 Spring Festival, Wenzhou's cultural and tourism market saw a strong start to the year, with the city receiving 13.65 million visits, a 22.5% increase from the previous year. Among them, the Nanxi River Scenic Area took the crown with 1.492 million visits, ranking second in the province in the number of daily visitors. Behind this impressive achievement stands CHEN Xiaojing.
In 2017, CHEN returned to her village to start a business and was later elected as Director of the Villager’s Committee. Upon taking office, she made "ecological livability" the first goal for the village's development. At that time, Zhejiang's Green Rural Revival Programme was being implemented, and a "battle for environmental improvement" quickly unfolded in the village. CHEN, along with the officials of the village's “Two Committees” (Party Committee and Villagers’ Committee), organised the demolition of unauthorised constructions and carried out comprehensive environmental renovation. This led to a dramatic transformation of Yuantou Village’s environment. Today, Yuantou Village attracts a steady stream of visitors. With its lush green waters and fragrant flowers, it has become a "pearl" on the rural revitalisation demonstration belt in Yongjia County. CHEN also led the villagers to explore their local culture, encouraging them to build homestays and start agritourism businesses. Yuantou Village has since been recognised with honours such as Zhejiang Province’s Rural Revitalisation Demonstration Village and Zhejiang Province’s Civilised Village and Township.
A returnee entrepreneur, rural leader, deputy to the NPC…CHEN's roles have continuously evolved, but what remains unchanged is her commitment to serving the people, and her original aspiration and responsibility to ignite the torch of common prosperity in rural areas.
Last year, CHEN, attending the national "Two Sessions" (the NPC session and the annual meeting of the CPPCC) for the second time, presented a suggestion on the protection and inheritance of Yongjia’s intangible cultural heritage, "Yongkun." This brought attention to Yongjia elements across major national media outlets. This year, CHEN proposed building a "Grand Scenic Area" concept: using the opening of the Hangzhou-Wenzhou high-speed railway as an opportunity to further develop external connections, enhance internal traffic networks within scenic areas, and link ancient villages, tidal forests, and music festivals. She also aims to deeply explore the cultural gene of the "Yongjia School" and introduce more cultural and creative industries to spark a fusion of traditional landscapes and modern art.
During this year’s Two Sessions, CHEN hopes to receive more guidance from experts and strong support from all sectors to elevate Nanxi River Scenic Area to the rank of 5A-level tourist attractions at the earliest possible time. "As tourists drift downstream on bamboo rafts, they experience the vivid practice of the 'Two Mountains Theory' (an ecological concept proposed by President XI Jinping that lucid waters and lush mountains are invaluable assets) - this is our 'Peach Blossom Spring Answer' to the world," said CHEN, her words filled with longing for the future of her hometown.
