YUE Qiaoyun, Han ethnicity, is a deputy to the National People's Congress (NPC) and the Chairperson of Beijing Lyunongxingyun Fruit Production and Sales Professional Cooperative Society. She is also a student majoring in Business Administration at Beijing Open University (Pinggu Branch) in the spring of 2023.

Transforming from a "second-generation peach farmer" into a tech-enabled new-age agripreneur, YUE is acutely aware of the critical role that agricultural development plays in the lives of rural farmers. Without rural revitalisation, the goal of Chinese modernisation cannot be fully realised. Similarly, without prosperity for farmers, the vision of common prosperity for all remains an unattainable dream. Traditional agricultural production and management models, however, are no longer adequate to meet the demands of the modern era. What is essential now is to equip farmers with specialised skills and empower them through technology, thereby paving the way for their prosperity.

During the 2024 NPC session, YUE put forward a suggestion regarding e-commerce livestreaming. She hopes that relevant government departments will provide greater support for "village streamers" by offering professional training in e-commerce livestreaming and related services, thereby contributing to rural revitalisation.

"After its submission, the suggestion has garnered significant attention from several government ministries and commissions," YUE remarked with delight. In 2024, the Ministry of Commerce and eight other departments released the “Implementation Guidelines on Promoting High-Quality Development of Rural E-Commerce”. With the support of these policies, YUE has encouraged local farmers to join the ranks of "village streamers," successfully cultivating numerous rural e-commerce influencers. Mobile phones have become the new farming tools in the hands of fruit growers, while livestreaming has become a new form of agricultural labour in the fields. "Village streaming" not only boosted sales of local specialty products but also further enhanced Pinggu's reputation as a leading agricultural hub.

"We need to turn more online traffic into sales and transform the rural area into live stream studios," said YUE. She believes that the rapid growth of livestreaming e-commerce has created new opportunities for modern agriculture. Rural e-commerce has become a crucial driver of rural industry development, as livestreaming not only expands distribution channels for agricultural products and alleviates sales difficulties but also enhances consumer trust in these products to a certain extent.

In addition to "village streaming," YUE is also greatly concerned for the development of the under-forest economy. Last year, she visited Zhejiang Province to study the progress of under-forest industries and rural leisure agriculture. "During my visit, I found that Zhejiang has made remarkable strides in developing leisure agriculture. Their approach involves unified planning for entire villages - first enhancing the overall environment, then optimising each farmhouse, each homestay, and each cafe. A beautiful environment attracts visitors, while excellent services make them feel like staying," YUE explained. She hopes to apply these insights to further improve the under-forest economy and leisure agriculture in the suburbs of Beijing, contributing to rural revitalisation.

This year, YUE will continue to focus on providing insights and recommendations for rural revitalisation.
