Yang Qian is a senior engineer with the Department of Policies, Laws and Regulations at the Ministry of Water Resources.

Major projects:

• Project leader for "River Basin Management Institutions and the Application of a Water Licensing System in the Yangtze River", supported by the Ministry of Water Resources and Yellow River Conservancy Commission (reviewed by the Ministry of Water Resources in 1998).
• Project leader for "River Basin Water Supervision Infrastructure Construction Plan".
• First author of "Strengthening the Administration of Water Resources and Implementing a Water Licensing System" (awarded “Excellent Thesis” by the First Symposium of National Land Resources Development and Protection Theory).
