Ma Shigong, Sala ethnicity, a member of the Communist Party of China (CPC), serves as a deputy to the 14th National People’s Congress (NPC).

He is also Party branch secretary and director of the Committee of Suhusa Village in the city of Haidong, Qinghai Province. In 2020, he enrolled in the Grassroots Cadre Educational Improvement Class, as part of the programme in Rural Administrative Management at Qinghai Open University (OU).

Suhusa Village, where Ma Shigong is from, is known as a "Village of Lamian Noodles". With 1200 villagers, the village has achieved prosperity by opening lamian noodle shops across the country. According to statistics, the villagers have established 367 lamian noodle shops in cities such as Beijing, Shanghai, and Xi'an. In fact, Ma Shigong himself used to be a shop owner of a lamian noodle store.

"The development of rural industries with local features has opened up new channels for villagers to increase their incomes and become wealthy," Ma Shigong explained. As the lamian noodle industry continues to expand and generate increasing benefits, it has also played an instrumental role in poverty alleviation. A favorable trend of wealth distribution, support between big and small businesses, mutual assistance, and continuous development has been explored and established. However, it must be objectively acknowledged that there are still challenges such as a shortage of professional management talent, limited financing channels, capital scarcity, and rising prices of raw materials.

To further advance the growth of the lamian noodles economy, Ma Shigong put forward recommendations this year to consistently strengthen financial support and talent cultivation management for the industry, aiming to achieve the goals of "branding, chain-orientation, large-scale, and standardization".

Additionally, Ma Shigong suggested the introduction of relevant guidelines and implementation regulations to enhance financial support for the lamian noodles economy. He proposed increased support for inclusive loans and subsidized funding, simplification of loan procedures, higher loan amounts, and extended loan terms to maximize the benefits of guaranteed loans. Furthermore, he recommended the establishment of national and provincial-level digital and intelligent platforms for the entire lamian noodles industry chain, actively cooperating with relevant internet companies to facilitate the transformation of the lamian noodles economy towards industrialization and platform operations.
