Yu Ganqian, Hui ethnicity, and a member of the RCCK. He holds post-doctorate in economics and is a second-class professor.

Currently serving  as a member of the 14th  National Committee of the CPPCC, president of Yunnan Open University, and the principal member of Yunnan Provincial Committee of the RCCK. In 2007, he was honoured with the “National Culinary Instruction Achievement Prize” by China Cuisine Association.

At the recently concluded Davos Forum, China reiterated its commitment to opening up with the statement, "No matter how the global landscape shifts, China will uphold the fundamental national policy of opening up, widening its doors to the world." The Regional Comprehensive Economic Partnership (RCEP) stands as the world's largest and most promising regional free trade agreement.

"Under the RCEP, Yunnan and Guangxi are leveraging their strategic border location advantages to expedite high-quality economic and trade development with neighbouring countries like Vietnam and Laos, playing a critical role in promoting both domestic and international dual circulation," Yu Ganqian mentioned.

Having conducted numerous research visits to relevant provinces, Yu Ganqian observed that despite the increasingly noticeable advantages of border areas, issues remain such as the need for improvement in digitalisation levels at ports and accelerating the development of new trade formats.

Yu Ganqian proposed expediting the construction of smart port projects in relevant provinces to enhance regional customs clearance facilitation under the RCEP, speeding up the establishment of a modern logistics system of "channels + hubs + networks." Additionally, he suggested these provinces focus on developing new trade models like cross-border e-commerce, seize RCEP opportunities, accelerate the development of new trade formats, enhance innovation capacity of business entities, and maximize the industrial complementarity among RCEP countries to facilitate the upgrading of park economy development.

"As a member of the CPPCC, I will continue to strengthen high-quality research on aligning with RCEP rules, offer more targeted proposals, and facilitate Yunnan in seeking new breakthroughs and achievements in higher-level opening-up," stated Yu Ganqian.
