Dong Caiyun, a member of the Baoan ethnic minority group, has completed her undergraduate education and has been elected as a deputy to both the 13th and 14th National People’s Congress (NPC).

Currently, she holds the positions of deputy director of the Teacher Training Centre in Linxia Hui Autonomous Prefecture, Gansu Province, as well as vice president of Linxia Open University. Dong has been recognised with numerous honours, including being named a “National Role Model Teacher” in 2019 by the Ministry of Education and Ministry of Human Resources and Social Security, as well as being named a “2021 National March 8th Red-Banner Pacesetter” in 2022.

In December 2023, a 6.2-magnitude earthquake hit Jishishan County in Gansu Province. The Linda Expressway, which had recently opened, became an essential lifeline for the disaster-stricken area. It was Dong Caiyun's proposal that accelerated the construction of this much-anticipated road for the local residents.

During her second term as a deputy, Dong Caiyun, who also serves as the vice president of Linxia Open University, delved deeper into educational challenges. She actively visited primary and secondary schools, as well as education authorities in Linxia Prefecture, striving to gather practical and insightful feedback from local development and public opinions. Her goal was to continuously improve the quality and standards of education in ethnic regions. Her proposals, which included "increasing teacher staffing," "enhancing training for rural teachers," "strengthening collaborative support," and "incorporating Linxia Prefecture’s labour education practice centres for primary and secondary schools into the national extracurricular experiential education camps funded by the Ministry of Education's central lottery public welfare fund," were successfully implemented.

This year, Dong Caiyun proposed additional measures, including an increase in high school placements in ethnic regions. "I am fully committed to advancing the high-quality development of rural education," she stated. Further, she emphasised, "By accelerating the creation of a county-level vocational education framework characterized by the 'one county, one school, one centre' model, we can effectively fulfill the vocational education and skill training requirements of Jishishan County and the neighboring counties (cities). This approach is pivotal in realising our objective of cultivating 'Skilled Gansu'."

Dong Caiyun stated, "Vocational education holds vast prospects and significant potential. I aim to further deepen the integration of industry and education, along with the continuous enhancement of school-enterprise cooperation, to more effectively promote the high-quality development of vocational education in ethnic regions."
