Wuhan 19-21 April 2026 - The Open University of China (OUC) convened a seminar in Wuhan on the development of the Chinese International Education programme and the enhancement of its overseas learning centres. Madam FAN Xianrui, Vice President of OUC, and JIANG Xingpeng, Party Secretary of Wuhan Open University, attended the event, together with Prof. WANG Chunhui from Capital Normal University, Prof. ZHENG Yanqun from Beijing Language and Culture University, and Prof. CAO Xianwen from Nanjing University, along with university leaders from branches in Tianjin, Hebei, Shanxi and Yunnan, teachers from the Chinese International Education programme within the OUC education system, and project leaders of overseas learning centres.


Madam FAN Xianrui stated that this seminar was a practical measure to implement the 2024–2035 Master Plan on Building China into a Leading Country in Education in terms of “enhancing the ability to cultivate and gather global talent” and “actively participating in global education governance”. She emphasised the need to fully leverage the unique advantages of the OUC’s education system, focusing on areas such as institutional development, system operations, and technology empowerment. Efforts should centre on Chinese language, professional subjects, skills, and fine traditional culture, while integrating high-quality educational resources to jointly promote the high-quality development of overseas learning centres and international Chinese education. OUC will continue to promote the use of digital and intelligent technologies to empower the distinctive development of the Chinese International Education programme, build a new ecosystem for international Chinese education, create a curriculum cluster of “Chinese + specialisation”, explore new development paths that are distinctive, localised and integrated. These efforts will support the transformation of overseas learning centres from physical layouts to functional deepening, serving the country’s educational opening‑up.
JIANG Xingpeng introduced the practical achievements of Wuhan Open University in international Chinese education and international exchanges and cooperation, covering aspects such as programme development, system integration, and the symbiosis of vocational and general education.
During the thematic report session, WANG Chunhui addressed the strategic upgrading of the international dissemination of Chinese in the era of AI. He proposed a new path for systematic and coordinated development from the perspectives of concept renewal, capacity building, ecosystem construction and pathway optimisation. CAO Xianwen explored how international Chinese education in the digital age can rely on common platforms to create discipline‑specific intelligent agents, and put forward the development direction of “building a foundation through platforms and empowering through content”. ZHENG Yanqun focused on the digital literacy framework and professional development pathways for international Chinese teachers in the digital age. She emphasised the need to build a tiered and classified digital literacy training system oriented towards the actual needs of international Chinese education, enabling teachers at different stages of development master appropriate digital teaching tools and methods.
In the discussion session on the connotation building of overseas learning centres, representatives from branches in Wuhan, Tianjin, Henan, Chengdu and Qingdao shared practical experiences and achievements in the operation of overseas learning centres. They conducted in‑depth discussions on issues such as management mechanisms, resource provision, quality assurance and cooperation models, reaching a broad consensus on future development directions.
The delegates also joined a cultural experience event for International Chinese Language Day, co-organised by Chinese and international students and faculty of Wuhan Open University.
