"Research on Digital Support for Lifelong Education to Address Population Changes" Received Funding as an Association Project by NSSFC

In January, the National Office for Philosophy and Social Sciences issued the approval notice for the “2024 Social Science Association Projects Funded by National Social Science Fund of China (NSSFC)”. The project “Research on Digital Support for Lifelong Education to Address Population Changes” jointly recommended and applied by the China Adult Education Association (CAEA) and the Open University of China (OUC) was approved. This marks the first time that OUC has received approval for such a project since the establishment of Academic Research Association Projects by NSSFC in 2020.

Academician ZHONG Nanshan Delivers “First Lecture” for the Seniors University of China, Attracting 12.41 million Live Viewers

On 31 March, Academician ZHONG Nanshan, recipient of the “Medal of the Republic,” member of the Chinese Academy of Engineering, and Director of the Guangzhou Laboratory, delivered the “First Lecture” for the Seniors University of China (SUC), imparting the new concept of proactive health to older adults nationwide. The event attracts 12.41 million live viewers and creates the viewing effect of "one lecture shared by millions."

One College Student Per Village Programme” Selected for the CMG Rural Revitalisation Observation Report (2023–2024)

In March, the CMG Rural Revitalisation Observation Report (2023–2024) is co-authored by CMG’s Agriculture and Rural Programme Centre, China Media Group Institute, and Rural Development Institute of Chinese Academy of Social Sciences. The “One College Student Per One Village Programme” was featured in the report for its initiative to “cultivate one million local college students in their communities”.

Since the implementation of the “One College Student Per One Village Programme” 21 years ago, it has cultivated nearly one million local professionals with practical knowledge. These individuals are passionate about agriculture, skilled in technology, and adept at management. After training, they “stay in and contribute to” rural areas. These efforts have established a model for rural talent cultivation with Chinese characteristics, providing critical talent support for China’s rural revitalisation.

OUC Selected for MOE's "2025 Industry Workers' Dream-Realisation Education Initiative Participating Institutions"

On 2 April, All-China Federation of Trade Unions, Ministry of Education (MOE), and two other ministries jointly issued the “Opinions on Widely Implementing the Dream-Realisation Education Initiative to Advance Industry Workers' Academic Credentials and Competency”, launching a new round of industry workers' education and capacity-building programs. OUC was on the list of MOE's "2025 Industry Workers' Dream-Realisation Education Initiative Participating Institutions". Additionally, it promoted 41 provincial branches onto the list, forming a collaborative work pattern wherein the national operation system partners with local trade unions and enterprise unions, achieving vertical linkage and coordinated advancement.

OUC Holds First Session of Fifth Faculty and Staff Congress and Second Trade Union Congress

On 9 April, OUC held the first session of its Fifth Faculty and Staff Congress and Second Trade Union Congress. President WANG delivered his report titled “Unite Our Efforts and Forge Ahead to Build a World-Class Open University with Chinese Characteristics.” The report provided a comprehensive review of the university’s remarkable achievements since the Fourth Faculty and Staff Congress across nine key areas: breakthroughs in Party building, significant improvements in educational outcomes, enhanced collaboration within the university system, advancements in lifelong learning services, innovations in elderly education, explorations in digital university models, strengthened faculty development, deepened international cooperation, and stronger sense of fulfilment and happiness of the faculty and students. The report emphasised the strategic approach of “integrated development” to promote high-quality innovation in open education. It highlighted the university’s commitment to leveraging digital technologies to empower lifelong education and support the development of a society and country of learning. The ultimate goal of OUC is to fully build a world-class open university with Chinese characteristics and to make new and greater contributions to building a great country and advancing national rejuvenation on all fronts through Chinese modernisation.

National Education Sciences Planning Establishes First-Ever Special Project for Lifelong Education System Research

To implement the 2024–2035 Master Plan on Building China into a Leading Country in Education and serve core tasks through high-level, high-quality research projects, OUC signed the Cooperation Agreement on "Special Project for Lifelong Education System Research" under National Education Sciences Planning with the China National Academy of Educational Sciences on 26 April, which marks the first establishment of a special project for lifelong education system research under the National Education Sciences Planning framework.

On 19 August, the List of “Approved Projects for 2025 National Education Sciences Planning” was announced, including eight projects under the "Special Project for Lifelong Education System Research". Among these eight projects, OUC undertaking one major project, one key project, and one general project; regular higher education institutions undertaking two key projects and one general project; and the Open University of Sichuan and Beijing Open University respectively undertaking one general project. On 31 October, OUC organised a centralised project approval meeting for all eight projects.

31 OUC Faculty Members and Students Honoured as National Model Workers, Exemplary Individuals

On 28 April, China celebrated the 100th anniversary of the founding of the All-China Federation of Trade Unions by honouring national model workers and individuals at the Great Hall of the People in Beijing. Based on available data, 25 OUC students were awarded the title of National Model Worker and 6 OUC faculty members and students were recognised as National Exemplary Individual.

OUC Holds a System-Wide Youth Collaborative Learning Event

On 29 April, OUC organised a learning event with the theme of “Telling the Hardworking Stories, Striving as Aspiring Youth.” This year’s event focused on four key words: “Serving the Development of a Learning Society”, “Supporting the National Strategy in Response to Population Ageing”, “Advancing the National Strategy of Education Digitalisation”, “Contributing to the Strategy of Educational Opening Up,” and “Thoroughly Studying and Implementing the Central Party leadership’s Eight-Point Decision on Improving Work Conduct.” Youth representatives from OUC branches in Fujian, Hebei, Henan, and Chengdu, and the OUC headquarters were invited to share their stories, fostering a dynamic and collaborative environment across the system to contribute to building a leading country in education.

OUC Showcases Achievements including "Four Platforms and One Support" and "Digital Foundation" at World Digital Education Conference

On 15 May, the 2025 World Digital Education Conference was held in Wuhan, Hubei Province. During the conference, OUC organised the parallel session “Explore Digitally, Act Wisely: Empowering Large-Scale Personalised Lifelong Learning through Digital Intelligence”. During the session, the new-generation information infrastructure for the field of lifelong education - the Digital Foundation System was released. This system integrates resource integration, data-driven services, intelligent services, security protection, and open sharing. It is designed to build a unified, open, intelligent, and secure capability system that will robustly support the high-quality development of lifelong education.

During the digital education achievement exhibition held concurrently with the parallel session, OUC showcased its lifelong education network through immersive family learning scenarios. This network, which covers urban and rural areas across the country and connects thousands of households, leverages the university's institutional and systemic strengths. It focuses on the "four services" and constructs a "four platforms and one support" system (Smart Education of China ∙ Lifelong Education Platform, National Education Platform for the Elderly, Smart OUC Integrated Platform, International Teaching Platform, and Credit Bank). By utilising digital empowerment, it makes lifelong education truly ubiquitous and accessible to all.

OUC Holds3rd Teaching Skills Competition

On 22 May, the finals of the 3rd Teaching Skills Competition of OUC were successfully held. Participants showcased their solid professional and digital abilities in the competition, vividly reflecting the enterprising spirit of OUC teachers. The competition awarded 2 first prizes, 6 second prizes, 14 third prizes, 3 Best Teaching Plan Awards, and 5 Best Demeanour Awards. Over 200 faculty and staff from OUC headquarters observed the competition on-site, while more than 91,000 teachers from across the university system watched online via the Teacher Training Network.

OUC's Establishes its 35th Overseas Learning Centre - "Open Learning Centre, São Paulo, Brazil" in Brasilia

On 3 June (local time), OUC, together with China Agricultural University and the University of São Paulo, jointly established the OUC’s Open Learning Centre, São Paulo, Brazil and held the Inauguration Ceremony. Since 2017, focusing on digital education, international Chinese language education, and vocational skills education, OUC has collaborated with regular higher education institutions, leading enterprises, and local open universities to establish 35 open learning centres across 28 countries.

OUC Convenes the Second Party Congress, Comprehensively Implementing "1234 Strategy"

To implement deployment requirements of the 2024–2035 Master Plan on Building China into a Leading Country in Education, OUC convened the Second Party Congress on 20 June, planning the university's five-year work and comprehensively implementing the "1234 Strategy" which features "One Main Thread" focusing on leveraging digitally empowered lifelong education to serve the building of a learning society and country; "Dual-Wheel Drive" maintaining equal emphasis on degree and non-degree education; "Three Calling Cards" aiming to enhance excellence and quality in open education, optimise and strengthen the Seniors University of China (SUC), and explore creation of a digital university; "Four Platforms" striving to establish China's main platform for lifelong education, online education, senior education, and important platform for international cooperation.

The Thematic Activity on “Digital Empowerment for the Construction of a Learning Society” Held at OUC

On 26 June, MOE in collaboration with relevant departments, hosted a thematic activity on “Digital Empowerment for the Construction of a Learning Society” at OUC. Minister HUAI Jinpeng attended the event and delivered a speech. He highlighted that we should deeply study and comprehend General Secretary XI Jinping’s important discourses on education and his significant instructions on the construction of a learning society. We, as educators, should establish a scientific view of education, meticulously plan and promote the construction of a learning society, and drive educational activities towards more flexible and extensive self-learning and lifelong learning. By doing so, we will ensure that education accompanies every individual throughout their life.

In July, three OUC Party members were honoured as 2024 "Four-Good" Party Members from Central and State Organs; seven others received the same title from Ministry of Education directly-affiliated organs.

Tsinghua University Branch of the Seniors University of China Established

On 2 July, the Inauguration Ceremony of Tsinghua University Branch of the Seniors University of China (SUC) was held at Tsinghua University. 2025 also witnessed the establishment of SUC’s branch campuses at Hefei University of Technology, etc., with 44 provincial branches, 96 branch campuses and co-construction units, and 82,000 primary-level learning sites nationwide. The National Education Platform for the Elderly has aggregated 350,000 quality course resources, serving 89.26 million senior learners.

OUC and Xi’an Jiaotong University Sign Strategic Cooperation Framework Agreement

On 16 July, OUC and Xi’an Jiaotong University signed a strategic cooperation framework agreement. The two universities will centre their strategic collaboration on advancing the digital and intelligent transformation of lifelong education and accelerating the development of a ubiquitous and accessible lifelong education system. Through joint exploration of innovation, enhanced application of technologies, collaborative problem-solving, and united progress, they will compose a new chapter in high-quality digital and lifelong education. Together, they aim to make new and greater contributions toward building a learning society in which everyone can learn whenever and wherever they want to.

National Alliance for Digital-Intelligent Domestic Services Industry-Education Integration and Ecosystem Development Established

On 18 July, the Inaugural Ceremony of the National Alliance for Digital-Intelligent Domestic Services Industry-Education Integration and Ecosystem Development was held in Beijing. The Alliance was jointly initiated by OUC, the Centre for Social Security Capacity Building of the Ministry of Human Resources and Social Security and etc.

The Alliance aims to deepen industry-education integration in the domestic-service sector by building platforms, innovating mechanisms, pooling resources and leveraging complementary strengths. Through ecosystem development and digital-intelligent empowerment, it will promote the deep integration and seamless connection of the industry chain, education chain, talent chain and innovation chain. The goal is to create a government-guided, deeply linked enterprise-college-industry ecosystem that is integrated, intelligent and international, thereby improving the quality and structure of domestic service workforce, enhancing service standards and advancing the sector’s expansion and high-quality development.

OUC Issues Three-Year Action Plan for Implementing the Master Plan on Building China into a Leading Country in Education

On 19 August, in accordance with the Three-Year Action Plan for Accelerating the Building of a Leading Country in Education (2025-2027) from the Central Education Work Leading Group, Three-Year Action Plan (2025-2027) of OUC (SUC) for Implementing the Master Plan on Building China into a Leading Country in Education was issued. The Plan launched ten major projects including Project for Fostering Virtue and Talents in the New Era, Comprehensive Reform and Innovation Project for Expanding and Enhancing Open Education Quality, Optimisation and Strengthening Project for SUC, and Research and Creation Project for Digital University.

Closing Ceremony of 2025 “Golden Age Cup” National Senior Arts Showcase & Performance Held in Beijing

On 14 September, the Closing Ceremony of the 2025 “Golden Age Cup” National Senior Arts Showcase & Performance was held in Beijing.

The event was co-hosted by the Seniors University of China and China Education Television, under the theme "Silver Years Embarking on a New Journey, Twilight Years Composing a Glorious Chapter". Around 40,000 senior arts lovers participate in the event, with 8,164 works submitted from eight categories of vocal music, dance, instrumental music, traditional opera, recitation, fashion design & model display, soft-brush calligraphy and traditional Chinese painting.

The total viewership for the performance and closing ceremony exceeded 20 million. The Performance was funded by the Beijing OUC Education Foundation.

OUC Hosts Seminar on Value-Oriented Curriculum Development

From 10 to 11 October, the Open University of China held a seminar on ideological and political education in curriculum development in Hangzhou. The meeting emphasised that to advance the high-quality development of ideological and political education across the university system, it is essential to strengthen overall planning and clarify primary responsibilities, foster organic integration and enhance collaborative educational efforts, deepen teaching reforms and innovate educational models, improve faculty competence and strengthen educational capabilities, refine evaluation mechanisms and stimulate internal motivation. These measures aim to promote the substantive and in-depth implementation of ideological and political education in open education curricula.

OUC Won One Gold and Five Silver Medals at China International College Students’ Innovation Competition 2025

From 13 to 15 October, the finals of China International College Students’ Innovation Competition (CICSIC) 2025 was held at Zhengzhou University.

Across the OUC system, 19 projects were qualified for the competition, six of which advanced to the finals. After fierce competition, the university secured one gold, four silver and ten bronze medals in the vocational education category, plus one silver and three bronze medals in the “Red Dream Journey of Youth” category.

On 18 October, the "Contemporary Chinese Marxism Theory Research Academic Symposium·2025" was held in Beijing, hosted by OUC and co-organised by Institute for Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era of Tsinghua University, the Research Centre for the Theoretical System of Socialism with Chinese Characteristics of Peking University, and the Institute of Contemporary Chinese Marxism of OUC.

OUC Teachers and Students Pay Tribute to Esteemed Professor Chen Ning Yang

World-renowned physicist, Nobel Prize laureate in Physics, academician of the Chinese Academy of Sciences, professor of Tsinghua University, and honorary director of the Institute for Advanced Study at Tsinghua University, Chen Ning Yang, passed away in Beijing on 18 October 2025 at age 103. In the 1990s, Professor Yang served as a lead lecturer for "University Physics (Contemporary Physics Frontiers)" at China Central Radio and TV University (predecessor of OUC), teaching learners nationwide.

OUC Elected as AAOU President

From 21 to 23 October, the 38th Annual Conference of the Asian Association of Open Universities (AAOU) convened under the theme “Transforming ODL for a Sustainable Lifelong Learning Society” in Beijing. OUC was elected as the AAOU President (2026 - 2028). Two papers submitted by OUC received the Best Practice Award - Gold and Silver respectively.

SUC’s Intergenerational Learning Programme Selected in UNESCO Integrated Case Study Report

In October, the Shangsi Bamboo Horse Dance Programme: A case study of intergenerational learning at the Zhuantang Street Community School in China, recommended and offered by Seniors University of China (SUC), has been selected in the integrated case study report Advancing Intergenerational Learning: Identifying Challenges and Opportunities for Older Adults, published by the UNESCO Institute for Lifelong Learning (UIL) and now publicly available on the UNESCO website. This programme is the only case study from Asia featured in the report.

OUC Holds Seminar on Building Digital Credit Bank Service System

On 1 November, OUC convened a seminar on building a digital credit bank service system. The event highlighted that OUC's lifelong education "overpass" support services have been continuously strengthened. In terms of standard improvement, OUC completed the development of the “Lifelong Learning Portfolio Information Standard” approved by the Ministry of Education. Regarding the credit bank service system, an architectural framework has been established at national, regional, and industry levels, piloted in eight counties across five provinces, one municipality in the Yangtze River Delta region. In the application system development, platform interconnectivity has been promoted, with the achievement catalogue expanded by 251 items to a total of 1,358 entries.

On 3 November, Ministry of Education announces shortlist for Second National Textbook Construction Award. 20 open education textbooks including Classroom Questioning and Guidance (3rd Edition) were selected.

Parallel Session on Digital Transformation and Higher Education Equity of 2025 World University Presidents Forum Held

On 8 November, the 2025 World University Presidents Forum was held in Hangzhou. OUC became a founding member of the "Global Universities AI Education and Teaching Innovation Collaboration Mechanism." OUC organised a parallel session on "Digital Transformation and Higher Education Equity." At the exhibition, OUC also showcased its practical achievements in “making lifelong education universally accessible through digital intelligence” and highlighted the “six commitments” and “six breakthroughs” that define the spirit and capabilities of future teachers, guided by the spirit of education. Visitors experienced in person in a new teaching model featuring “human-AI collaboration” between human teachers and their digital counterparts.

On 13 November, the "Management Measures for the Flexible Introduction of High-Level Talents at the Open University of China" was officially issued. The measures introduce adjustments in areas such as clarifying the methods for talent introduction, revising and categorizing talent types, specifying the responsibilities and tasks for various talent categories, planning the procedures for talent introduction in a coordinated manner, and standardizing talent management and assessment. These changes aim to accelerate the development of a high-quality "dual-competency" faculty that emphasizes both professional and digital intelligence capabilities. By broadening perspectives, fostering innovative thinking, and pooling diverse resources, the university seeks to attract top-tier experts from various fields both domestically and internationally, injecting new momentum into its mission of building a world-class open university with Chinese characteristics. From 16 to 19 November, OUC launched a training programme to enhance digital teaching competence in Hefei. 109 participants from 44 provincial branches attended, including frontline teachers and heads of faculty development and digital technology departments. The programme aims to promote the spirit of educators, build a high-quality "dual-competency" teaching force, and enhance AI-enabled educational technology capabilities across the OUC system.

OUC Hosts 2nd New Business Innovation and Entrepreneurship Competition

From 17 to 18 November, OUC held 2nd New Business Innovation and Entrepreneurship Competition in Qingdao, Shandong. After intense competition, 19 teams were qualified to finals. Entries must be guided by the new business education concept, closely align with the main front of digital economy development, serve national development strategies, and reflect new technologies, new industries, new business forms, and new models. The top honour went to the project from the Wuhan branch. The Qingdao and Anhui branches won the second place. The third-place went to projects from Shandong, Qingdao, Anhui, Zhejiang branches, as well as from the OUC Experimental College and Changchun branch. In addition, special awards including the Most Popular Project, the Most Commercially Valuable Project, and the Most Socially Valuable Project were presented.

OUC Holds 2nd Exchange and Exhibition Activity of Outstanding Family Education Cases in the New Era

On 21 November, OUC held the 2nd Exchange and Exhibition Activity of Outstanding Family Education Cases in the New Era and the Awards Ceremony. A total of 139 cases from 34 branches were submitted. After reviews by experts, first prizes went to 14 cases, second prizes went to 23, and third prizes went to 34 for both the teacher and student categories.

On 3 December, at the 2025 Sustainable Social Value Innovation Conference, Tsinghua University's Institute for Sustainable Social Value announced the inaugural selected projects for its Global Open Research Initiative. OUC (SUC)’s research project "Modeling for Sustainable Development of Digital-Intelligence-Empowered Lifelong Education - Based on Innovative Practices of SUC" was selected from 174 applications.

From 10 to 11 December, OUC held phase summary of "Cultural Tour in China" immersive live-streaming teaching reform in Beijing. The signature cultural education project integrates on-site mobile teaching, AI-enabled blended learning, and "one-take" live-streaming techniques. The project coordinates multidisciplinary faculty across the OUC system, designs classic literary and cultural content with regional features, creating immersive learning experiences for learners. Since its September 2024 launch at XIAO Hong's former residence in Harbin, eight sessions have served nearly 690,000 learners.

OUC Holds Summary-Review Achievements Exhibition for its Model Course and Resource Incubation Projects

On 16 December, OUC held a summary-review exhibition and exchange activity for its model course and resource incubation projects. To fully implement the "Implementation Opinions on the Comprehensive Reform of Education and Teaching in Open Universities through Digital Intelligence Empowerment and Integrated Coordination" and advance the "101 Plan" of open education, OUC has launched curricular and resource reforms targeting key educational components such as digitally and intelligently empowered courses, textbooks, faculty, practice, and assessment. The university has advanced the high-quality development of 69 model courses and model resources, covering disciplines and majors including public administration, economics, education, computer science, civil engineering, and nursing, with 5 million course enrolments recorded. The reform achievements have been incorporated into the comprehensive reform pilot programme of the MOE's Three-Year Action Plan for Building a Leading Country in Education, receiving honours including the AI-Enabled Online Teaching Innovation Achievement Award from the China Association for Educational Technology.

From 23 to 24 December, OUC held the quality work research and deployment meeting in Chongqing. Building on the experience of the first-round branch operation evaluation, the second round was launched. The second-round branch operation evaluation will focus on the strategic theme of "Digital Empowerment for Lifelong Education to Serve the Building of a Learning Society and Country," implementing a high-quality, distinctive, and contribution-oriented evaluation philosophy. It will combine routine data monitoring with comprehensive expert review to conduct thorough assessments across seven dimensions: branch positioning, system-wide operation, resource support, teaching operation, quality management, teaching effectiveness, and social contribution. This will further leverage evaluation to promote construction, reform, quality enhancement, management improvement, and distinctive development, thereby laying a solid quality foundation for building a world-class open university with Chinese characteristics and serving the development of a ubiquitous and accessible lifelong education system and a leading country in education.

27 December marks the first anniversary of the launch of Smart Education of China ∙ Lifelong Education Platform. Over the past year, the platform has undergone continuous intelligent upgrades. It has developed 5 technical specifications for platform interconnection, resource sharing, and data access, and launched 6 intelligent applications including AI customer service, recommendation, learning companion, search, navigation, and summarisation, along with 8 AI agents in its studying columns. The platform has added 7,192 new high-quality learning resources and served over 55 million users.

OUC Experimental College launches pilot programme for AI major education reform. The programme offers non-degree and degree education to cultivate interdisciplinary application-oriented talents and explore new digital education paradigms.

The Experimental College of the Open University of China has launched a pilot reform of its artificial intelligence (AI) specialty education, offering both non-degree and degree programmes to cultivate versatile application-oriented talent and explore new paradigms of digital education. The college has optimized the training program for the AI undergraduate specialty, establishing two main tracks: Technology and Application. The Application track is further divided into three sub-fields: “AI + Education,” “AI + Finance,” and “AI + Robotics.”

The teaching model integrates “lectures by renowned educators + expert-led sessions + tutorial support + AI-powered Q&A + online practice.” The college is developing AI-enabled smart courses, assembling a high-calibre teaching team, and systematically implementing AI technologies across six scenarios, including course knowledge Q&A. It also collaborates with enterprises such as Huawei and iFLYTEK for research and practical learning activities.

In non-degree education, four courses have been launched across three enrolment cycles, with a total of 367 participants. For degree education, the undergraduate AI programme has enrolled 200 students, including 8 doctoral candidates and 67 master’s candidates.
