To implement Master Plan on Building China into a Leading Country in Education and the 15th Five-Year Plan and advance the learning society, the Open University of China (OUC) recently convened a seminar on building a digital credit bank service system in Jixi County, Anhui Province.

OUC Vice President LI Song and Anhui Open University President DU Aiyu attended the seminar, together with heads and officials in charge of Credit Banks from seven provincial Open Universities in Anhui, Jiangsu, Liaoning, Yunnan, Shanxi, Zhejiang, and Chongqing, as well as Xuancheng Open University leaders and around 30 relevant participants from the OUC headquarters. WANG Ran, Deputy Director of OUC Credit Bank Department, moderated the seminar.

LI Song pointed out that provincial Credit Banks have achieved significant progress, with breakthroughs in system design, service models, application scenarios, technical support, and practical application. These breakthroughs have evolved from initial conception to broad implementation, accumulating incrementally to establish a robust foundation for educational digital transformation.

To further elevate Credit Bank construction, LI raised four requirements: First, to shift mindsets to focus on demand. Second, to deepen services by expanding both coverage and depth. Third, to embrace digital and intelligent technologies to reshape processes. Actively explore the application of new technologies such as big data and artificial intelligence in Credit Banks. Fourth, to strengthen standards to enhance credibility in certification. He emphasised the need to enhance the authority and social credibility of learning outcomes certification, laying a solid foundation for building a unified national qualifications framework.

Seven provincial Credit Bank Management Centres shared experiences and best practices in digital service system building. They also engaged in discussions on the challenges faced in the current construction of digital service systems for Credit Banks, the path forward for subsequent work, and directions for pilot innovations.
