Under the guidance of the Department of Science, Technology, and Informatisation of the Ministry of Education, the Global Smart Education Conference Organising Committee has launched the “2025 Outstanding Case Collection in Smart Education” to further promote the digital education strategy and encourage mutual learning and experience sharing in smart education.

Two case studies submitted by the Open University of China (OUC) were successfully selected: "Empowering Lifelong Learning Through Smart Education: The Construction and Application Practice of the OUC’s Data Foundation" and "Building a New Ecosystem for Lifelong Learning with Digital Intelligence — The Practice of Developing the Smart Education of China ∙ Lifelong Education Platform". These cases demonstrate OUC’s innovative exploration and practical achievements in the field of smart education.

To advance data governance and data-driven operational transformation, OUC has developed a unified data foundation. This initiative has significantly improved data management, sharing, and application, with branches collectively utilising data interfaces over 400 million times. The university has launched initiatives including a data cockpit, a data asset management platform, and the "OUC Data Query" intelligent agent, fostering a new digital operational model characterised by "technical resource-sharing, business collaboration, and system-wide synergy". This has solidified the data infrastructure supporting OUC's smart education development.

To enhance the level of public services for lifelong learning, OUC has launched the Smart Education of China ∙ Lifelong Education Platform. The platform has already served 30.54 million lifelong learners. By integrating diverse educational resources, it has established a high-quality learning resource matrix featuring multiple types, levels, and formats. This initiative has contributed to breakthrough progress in empowering large-scale, high-quality, and personalised lifelong learning through digital intelligence.

In the future, OUC will continue to advance the high-quality development of open education through digital intelligence, focusing on building a ubiquitous and accessible lifelong education system. This effort will provide solid support for the digital empowerment of lifelong education, thereby contributing to the establishment of a society and country of learning where lifelong learning is pursued by all.
