Beijing, 18 July 2025 - The Inaugural Ceremony of the National Alliance for Digital-Intelligent Domestic Services Industry-Education Integration and Ecosystem Development was held at the Wukesong campus of the Open University of China (OUC).

The Alliance was jointly initiated by OUC, the Centre for Social Security Capacity Building of the Ministry of Human Resources and Social Security (MOHRSS), and China Staff Service (Group) Co., Ltd. More than 120 organisations from institutions across the OUC system, domestic service enterprises, vocational colleges, trade associations and other stakeholders attended the ceremony.

The Alliance aims to deepen industry-education integration in the domestic-service sector by building platforms, innovating mechanisms, pooling resources and leveraging complementary strengths. Through ecosystem development and digital-intelligent empowerment, it will promote the deep integration and seamless connection of the industry chain, education chain, talent chain and innovation chain. The goal is to create a government-guided, deeply linked enterprise-college-industry ecosystem that is integrated, intelligent and international, thereby improving the quality and structure of domestic service workforce, enhancing service standards and advancing the sector’s expansion and high-quality development.

OUC Vice President ZHOU Tianming stated that the university will fully leverage its strengths in curriculum resources, platform development, nationwide operational system and the credit bank framework to provide ubiquitous, accessible, flexible and efficient education and training services to elevate domestic service professionals’ skills comprehensively.

YANG Xiaoyan, Deputy Director of the MOHRSS’ Centre for Social Security Capacity Building, said that, as a co-initiator, the Centre will work with all members to promote efficient articulation and cooperation between the academic education system and the vocational training system.

Under the Alliance framework, members will jointly undertake tasks such as formulating and implementing domestic service standards, reforming talent cultivation models, co-building and sharing practical training bases, developing “dual-qualified” teaching staff and enabling a reciprocal hiring arrangement between enterprises and schools, co-developing courses, learning materials and teaching resources, deepening the application of artificial intelligence technologies, popularising general domestic service education, and fostering international exchanges on industry development. These efforts will generate a powerful collective impetus for the sector’s expansion and high-quality development.

The establishment of the Alliance is an important and practical response to national strategy and to the needs of people’s livelihoods. Guided by the principles of “co-consultation, co-construction, co-governance, co-sharing and common prosperity”, the Alliance will strive to become a national benchmark for industry-education integration in domestic services, making new and greater contributions to meeting the people’s aspirations for a better life and to advancing common prosperity.
