Beijing, 15 July 2025 - A delegation led by WANG Yufei, Director of the Centre for Social Security Capacity Building of the Ministry of Human Resources and Social Security (MOHRSS), visited the Open University of China (OUC). OUC President WANG Qiming and Vice President ZHOU Tianming welcomed the delegation and attended the meeting. The two parties engaged in in-depth discussions on topics such as vocational capacity building, construction of a lifelong education system, and domestic service training. The meeting was chaired by ZHOU Tianming.

President WANG Qiming introduced OUC's practical work in non-degree education, vocational training, and the development of a credit bank system. He emphasised that OUC has always committed to serving national strategic needs and expressed the willingness to strengthen collaboration with the MOHRSS’ Centre for Capacity Building. By exploring the systematic integration of vocational skills and academic education through domestic service training, the two parties can fully leverage the advantages of distance education, innovate the talent cultivation model, and provide robust support for enhancing the quality of workers and promoting employment and entrepreneurship.

WANG Yufei stated that OUC has unique advantages in the field of lifelong education. He hoped that both sides will take this visit as an opportunity to further enhance communication and collaboration, and explore new models of cooperation in areas such as vocational capacity building and joint development of digital learning resources. In terms of domestic service training, the MOHRSS’ Centre for Social Security Capacity Building will collaborate with OUC and local governments to create a replicable model of industry-education integration through measures such as providing open teaching resources, co-developing vocational skill standards, piloting "Standardised Domestic Service Demonstration Zones".

OUC and the MOHRSS’ Centre for Social Security Capacity Building are co-founders of the "National Digital-Intelligent Domestic Service Industry-Education Integration Ecosystem Development Alliance." Both parties have established in-depth cooperation in key areas such as domestic service training, which includes jointly developing training curricula, establishing vocational skill certification systems, and promoting mutual recognition of learning outcomes.

Relevant officials and staff from MOHRSS’ Centre and various departments of OUC including Office of Party Committee and Administration, Lifelong Education Research Institute, Department of Social Education, Credit Bank Department (Learning Outcomes Accreditation Centre), and Education and Training Centre attended the meeting
