Ningbo, 20-22 May 2025 - From 20 to 22 May, the Open University of China (OUC) hosted a meeting for 2025 enrolment in Ningbo, Zhejiang Province.

The event was attended by OUC Vice President LI Song; JIANG Shiyong, Secretary of the Party Committee of Ningbo Open University; CHEN Zaoting, President of Ningbo Open University; WANG Fei, Deputy Director of the Ningbo Education Bureau; officials responsible for enrolment work from 45 branches and heads of enrolment departments; representatives from over 10 colleges; and relevant staff from the OUC Academic Affairs Department. With more than 130 participants, the event was chaired by GU Xiaohua, Director of the OUC Academic Affairs Department.

LI Song emphasised that 2025 is a pivotal year for implementing the spirit of the National Conference on Education and advancing the Master Plan on Building China into a Leading Country in Education. As a cornerstone of this mission, the Open University system bears significant responsibilities and plays an irreplaceable role fostering a leading country in education.

He also highlighted that enrolment serves as the foundation for talent cultivation in open universities. To meet evolving learners’ expectations, socio-economic demands, and educational imperatives, LI outlined three critical priorities for enrolment strategies:

First, "teaching according to needs," which means adopting a people-oriented approach to build a credible and influential enrolment brand that aligns with local economic and social development.

Second, "targeted promotion," which involves using digital intelligence to create a robust enrolment publicity matrix, precisely identifying prospective student groups, and enhancing effectiveness of enrolment.

Third, "ensuring standardisation," which means strengthening enrolment governance, rigorously addressing irregularities, and upholding standards to drive the high-quality development of open education.

GU Xiaohua delivered a comprehensive review of the spring 2025 enrolment and outlined strategic priorities for the autumn 2025 enrolment. Participants engaged in in-depth discussions on measures to invigorate enrolment efforts and elevate operational quality.

The event clarified the strategic direction for open education enrolment and fostered collaboration across the OUC system. By enhancing enrolment dynamism and institutional capacity, the initiative reinforces the role of high-standard enrolment practices in advancing open education and contributing to the establishment of a leading country in education.
