Beijing, 16 May 2025 - The Open University of China (OUC) held a video conference to launch work on the 2025 Quality Monitoring and Control in its education system, report on the 2024 teaching quality monitoring and control outcomes, and plan the comprehensive teaching inspection for 2025.

LI Song, Vice President of OUC, attended the meeting and delivered a speech. JIN Yan, and ZHAO Jia, Director and Deputy Director of the Department of Quality Monitoring and Control; GAO Yuanyuan, Deputy Director of the Academic Affairs Department, along with all staff members of the department, and relevant personnel in charge from the departments of academic affairs, learning resources, and digitalisation attended the conference on-site. Leaders and staff overseeing quality and teaching from 62 branches and schools joined in the meeting online.

LI Song emphasised that the “Implementation Opinions on the Comprehensive Reform of Education and Teaching in Open Universities through Digital Intelligence Empowerment and Integrated Coordination” outlined the directions and requirements for educational and teaching reform. He called on quality management departments at all levels to uphold the concept of quality-driven development, strengthen collaborative efforts across the system, leverage digital and intelligent tools, and adopt a pragmatic approach to establish a normalised and sustainable quality governance framework.

LI Song put forward three key requirements for the quality work in 2025. The first is to strengthen system-wide coordination and foster a sense of shared responsibility for quality. Relevant authorities at all levels must fully shoulder their educational responsibilities and consciously safeguard the reputation of OUC. The second is to enhance the management of the teaching process and deepen educational and teaching reform and innovation. The fundamental task of fostering virtue through education must be thoroughly implemented to comprehensively improve the quality of talent cultivation. The third is to further empower quality management through digital intelligence. It is essential to ensure accurate data collection, develop the ability to ask right questions on using data, and make effective use of data, so as to fully leverage the guiding role of monitoring and evaluation.

JIN Yan reported on the 2024 quality monitoring and control efforts from three aspects: comprehensive teaching inspections, teaching quality indicators, and remote class observations and evaluations. She summarised the achievements and progress made, analysed the problems identified during the monitoring process, and provided recommendations for improvement. Also, she outlined the key focus for upcoming quality monitoring and control work. GAO Yuanyuan gave an overview of the 2024 online teaching inspections and laid out the plans for the 2025 online teaching inspection work. ZHAO Jia presented the analysis of 2024 teaching quality indicator monitoring data and demonstrated features of the digital dashboard within the quality monitoring and control system.

Representatives from branches and schools attending the meeting expressed their commitment to conveying the deployment requirements to their subordinate educational units and to effectively translating these directives into concrete actions that can promote the high-quality development of the open universities. Moving forward, the headquarters will focus on advancing the digital and intelligent transformation of the quality assurance system to support teaching reforms and informed decision-making, serving the construction of a ubiquitous, accessible lifelong education system as well as a society and country of learning.
