Editor's Note: General Secretary Xi Jinping emphasised at the National Conference on Education that the national education digitalisation initiative should be fully implemented, with efforts to expand the coverage of high-quality education resources and improve public services for lifelong learning.
The Open University of China (OUC) has thoroughly implemented the educational digitalisation strategy, actively promoted the deep integration of digital technology and education, and been committed to building a ubiquitous and accessible lifelong education system. It has carried out numerous beneficial explorations in digital empowerment for lifelong learning, achieving tangible results.
In 2022, the "One Platform" enrolment system was fully implemented across the Open University system nationwide, enabling the complete online processing of enrolment activities.
Since its launch, the system has undergone continuous iterations and optimisations, accelerating the digital transformation of the admissions process, enhancing data processing capabilities, and improving user experience through extensive research. These efforts have significantly contributed to making the enrolment process more convenient and efficient.
Empowering Nationwide Enrolment: Efficient and Convenient Online Processes Benefiting Millions of Students. By the spring semester of 2024, the enrolment system has supported 2,687 learning centres in completing online processes such as enrolment plan submissions, programme applications, and annual inspections of learning centres. It has reliably supported the enrolment of approximately 2.64 million students within the educational system of the Open University of China (OUC), with single-semester enrolment numbers reaching 600,000 to 800,000 students.
Overview of Enrolment Situation
Comprehensive Optimisation of the System Functionality: Enhanced Effectiveness and Upgraded User Experience. The "One Platform" enrolment system breaks down "data silos" by integrating with systems such as the academic affairs system, teaching platform, and faculty database, achieving real-time data synchronisation and efficient business flow. It offers students a one-stop service experience with both offline and online registration via the WeChat public account. The registration page integrates a photo capture applet for complete and rapid collection of students' real information, with electronic archiving of registration materials, effectively improving registration efficiency and data accuracy. Transparent process management allows real-time online display of student registrations, establishment of learning centres, addition of programmes, and annual inspections, ensuring traceability and query-ability, thus enhancing management efficiency.

Strengthening System Security and Fortifying the Data Security Defence Line: Safeguarding Stable Operation of the Enrolment System. Adhering to the principle of "prevention first, combined prevention and control", the "One Platform" enrolment system regularly conducts performance tests, security tests, code audits, and interface security scans. The system strictly complies with national cybersecurity and data protection regulations, encrypts and anonymises user private data, and employs security measures such as bastion hosts and download centres. These measures enhance access control and enable comprehensive monitoring and recording of operational activities, ensuring traceability of information download processes and providing multiple layers of security for data transmission and storage.
