On 24 September, the Open University of China (OUC) held a video conference on the deployment of quality monitoring work in 2024. It reported on the quality monitoring situation of degree education in the school-operational system in 2023 and arranged the teaching inspection work in 2024.
Li Song, a member of the Party committee and vice-president of the OUC, attended the meeting. Jin Yan, director of the Department of Quality Monitoring and Control, Zhao Jia, deputy director of the department, Shen Juan, deputy director of the Academic Affairs Department, all the staff of the Department of Quality Monitoring and Control and relevant business leaders of the Academic Affairs Department participated in the meeting on-site. University leaders in charge of quality and teaching work, department leaders and relevant personnel from 62 branches and schools participated online. The meeting was presided over by Jin Yan.

Li Song underscored that it is necessary to thoroughly study and implement the guiding principles of the Third Plenary Session of the Twentieth Central Committee of the Communist Party of China, deeply understand General Secretary Xi Jinping's important speech at the National Conference on Education, adhere to " Excellence Creation and Quality Improvement for Open Education” strategy, play the due role of the OUC in building a learning society and country where lifelong learning is pursued by all, and provide strong support for the construction of a leading country in education.
Li Song emphasised that open university education and teaching are at the transition from "standardisation" to "high-quality". It is necessary to adhere to the development concept of "Four-Aspect Leadership and One-Fold Promotion", that is, "standard-oriented guidance, quality-piloted navigation, characteristic-led front running, reform-led precedence, and promotion of high-quality development". School-operational entities at all levels should adhere to the bottom line of norms and jointly stabilize the foundation for the development of the OUC; form a quality concept and quality culture with the characteristics of open universities; explore and innovate talent training models according to regional needs and form characteristic brands; and more importantly, reform and innovate to become the "leader" in the digital-intelligence-enabled quality governance system.

Jin Yan reported on the overall situation of quality monitoring work in 2023 from four aspects: comprehensive teaching inspection, teaching quality factors, remote teaching evaluation by listening to classes, and online teaching inspection. She analysed the problems found in quality monitoring, put forward targeted suggestions, and arranged the key work of quality monitoring in the next step. Shen Juan reported on the situation of online teaching inspection in 2023 from aspects such as inspection plans, basic data on the learning network, and construction of teaching teams, and arranged the online teaching inspection work in 2024. Relevant personnel in charge of the Department of Quality Monitoring and Control respectively introduced the satisfaction surveys of graduates and employers, special supervision of remote teaching evaluation by listening to classes, and revision of teaching quality factors.

In the work-sharing and exchange session, Chen Shu, member of the Party committee and vice-president of Ningbo Branch, shared the practical experience of Ningbo Branch in constructing the "1234" supervision and evaluation system and the work achievements of promoting the closed-loop governance of "supervision-evaluation-guidance-improvement" around "one centre, two teams, all-round supervision in three aspects, and four methods". Wang Huanqing, a member of the Party Committee and vice-president of Hunan Branch, shared the situation of the excellent case selection activity of open education quality management in Hunan Branch in 2024 under the title of "Quality Management Nourishing Hunan".
All participating branches and schools said that they would convey the requirements of the meeting to their subordinate school-operational units. In the next step, the university will gather the synergy of the system, establish a comprehensive and correct concept of overall quality, integrate the quality awareness into all aspects and the whole process of school work, and continuously explore and practice to achieve a comprehensive improvement in the quality of talent training in open universities.
