In order to deepen the study and implementation of the guiding principles of the 20th National Congress of the Communist Party of China (CPC) and the Third Plenary Session of the 20th CPC Central Committee, comprehensively implement General Secretary Xi Jinping’s important instructions on education and rural revitalisation, summarise school operational experience of "One College Student Per Village Programme" (hereinafter referred to as “Programme”) over the past two decades, seek ways to promote the open universities in serving rural revitalisation and coordinate efforts to advance the high-quality development of the Programme, the Open University of China (OUC) held a seminar on open universities serving rural revitalisation & the Programme’s regional school operational experience exchanges in Xilin Gol League of Inner Mongolia autonomous region from 27th to 30th August 2024.

Wang Qiming pointed out that the Programme organised and implemented by the open-university system has achieved fruitful results. It has become a special brand of the open-university system, a vivid manifestation of its educational mission, a pilot for the reform of the open university's talent cultivation model, and even a powerful action for the open-university system to align with and serve the national strategy, which has made unique and irreplaceable contributions to the development of rural human resources and the construction of a learning society. We should proceed from a holistic and strategic perspective to promote Chinese-style modernisation, consolidate the foundation of agriculture, promote the comprehensive rural revitalisation and build a strong educational sector. We should summarise achievements and experience, and come up with new ideas and initiatives for future work. We should further give full play to the system advantages, mechanism advantages, rely on the school operational system, strengthen digital empowerment, optimise the talent cultivation structure, and improve the quality of talent cultivation. We should take on new responsibilities and make new achievements in promoting the construction of Chinese-style modernisation and achieving common prosperity for all people.
Nine representatives from the OUC branches exchanged and shared their school running experience respectively in combination with their respective actual situations. Participants and related representatives discussed rural revitalisation and the innovative development model of talent cultivation through collective discussion.
At the seminar, it was stressed that over the past 20 years since Programme was carried out, we have cultivated a great batch of new countryside builders, main forces of promoting rural revitalisation, and role models of implementing the core value of socialism. This has promoted educational equity in under-developed regions and enhanced the social presence of open education in serving grassroots talent training. We will accurately learn the new requirements and tasks imposed for talent cultivation in the new stage of the implementation of the rural revitalisation strategy, further improve our ability to serve the national strategy, and make concerted efforts to promote the high-quality and innovative development of the Programme.
At the seminar, the participants expressed their high recognition of the achievements of the Programme and put forward constructive comments and suggestions on the implementation of the Programme. They were deeply enlightened by the typical experience shared by representatives of the OUC branches. For the follow-up work, each branch will take into account their own actual situation, actively learn from the successful models that can be promoted and copied, and continue to promote the high-quality and innovative development of the Programme, so as to cultivate more rural talented people and enable them to boost the rural revitalisation in an all-round way.
More than 100 people attended the seminar, including leaders and relevant department heads of the OUC headquarters, 12 OUC branches in North China and Northeast China, relevant heads of the CPC Organisation Department of the Inner Mongolia Autonomous Region, the Department of Education, the General Federation of Trade Unions, and the Women's Federation, as well as representatives of Party and government departments, industries and enterprises, student representatives, and expert representatives.
