A delegation from the Open University of China (OUC), led by Wang Qiming, the secretary of the Party Committee and president, and inclusive of Fan Xianrui, member of the Party Committee and vice president, conducted an investigative visit to Shanghai Open University (Shanghai OU) on 8th September 2023.

Key personnel from Shanghai OU, such as Lou Junjiang, secretary of the Party Committee, Jia Wei, deputy secretary of the Party Committee and president, and Zheng Yihui, vice president, participated in this investigation.

The delegation, headed by Wang Qiming, visited the University History Museum at Shanghai OU and undertook a field trip to the Smart Learning Centre, Minsheng College, and the E-Academy for Older Adults. Additionally, they conducted investigations at both the Shanghai University for the Elderly and the College of Aviation and Transportation within Shanghai OU.

Wang Qiming lauded the progress of Shanghai OU and observed that open universities are now entering a pivotal phase of their development. In light of current societal issues, there is an imperative need for collective advancement within the national open university system. This is particularly crucial in areas such as contributing to the establishment of a leading nation in education and systematic construction. It is essential to consistently enhance collaboration in areas like disciplinary and specialty development, as well as digital infrastructure. Moreover, while respecting traditional methods, it is equally vital to foster innovations. The collective goal should be to explore and pave the way for a novel type of higher education institution, aiming to establish a world-class open university imbued with distinct Chinese characteristics.

Lou Junjiang extended a warm welcome to the visiting delegation and expressed gratitude for the OUC's continued support and concern for Shanghai OU. He asserted that Shanghai OU has been evolving towards integrated business models and high-quality development. This transformation leverages its strengths from traditional values while embracing innovation and convergence.

Jia Wei presented a special report titled “Construction of Shanghai Open University Oriented to Serving a Learning Society in All Respects”. He delineated the historical evolution and the current status of the Shanghai OU, and elucidated its mission as a university designed to offer specific functions and platforms. Additionally, he expounded on the university's foundational principles, described as “holistic cultivation, systematic construction, and innovative practice”. He also emphasised the university's initiatives that prioritise people’s well-being, service and development, while enhancing its capacities and optimising its efficiency.
