In order to fully implement the guiding principles of the 20th National Congress of the Communist Party of China, promote digitalisation of education, and accelerate the construction of digital universities, on 17-18 March 2023, Fan Xianrui, a member of the Party Committee and vice president of the OUC, led a team to investigate the digitalisation work at the Hubei branch.

They visited frontline teachers, students, and management personnel to exchange views on the difficulties, pain points, and obstacles encountered in the "Smart Learning Platform" work, and researched practical solutions to solve these problems. The aim was to better serve the school's development strategy and promote the digital transformation of the educational system.

On the afternoon of 17th March, Fan Xianrui and her team held a research symposium at Hubei Open University (Hubei OU). Zhong Yuning, deputy secretary of the Party Committee and president of Hubei OU, Tang Chunlai, member of the standing committee of the Party Committee and vice president, as well as relevant comrades from the OUC’s Academic Affairs Department, External Education and Training Department, and Information Technology Department attended the symposium. Fan Xianrui introduced the overall strategic layout of the OUC, including the "One Body, Two Wings," "Dual Drive," "Three Carriages," and "Four Major Platforms," as well as the resolute implementation of the education digitalisation strategy and the comprehensive implementation of the "Smart Learning Platform." Zhong Yuning focused on introducing the basic situation of Hubei OU, major achievements in recent years, and related plans for promoting education digitalisation. Tang Chunlai introduced the overall situation of the school's participation in the "Smart Learning Platform" pilot, and proposed suggestions on promoting examination reform relying on the new platform and leveraging the advantages of each branch to jointly build a digital community.

Fan Xianrui and her team conducted on-site research at various educational and teaching sites of Hubei OU, including the School of Marxism, the Intelligent Manufacturing Industry-Education Integration Innovation Centre, the Distance Education Technology Exhibition Hall, the Credit Bank, the Panoramic Studio, and the Community Education College.

On 18th March, Fan Xianrui and her team went to Qianjiang, Hubei to conduct research on grassroots study centres. They had in-depth exchanges with Wang Xianguo, the president of Qianjiang Radio and TV University, as well as representatives of frontline teachers, students, and teaching management personnel on the prominent issues currently facing the "Smart Learning Platform." Attendees stated that after four semesters of optimization and improvement, the " Smart Learning Platform " has provided relatively convenient educational and teaching conditions and improved management efficiency for teachers and students. However, there are still urgent technical and business issues that need to be improved, such as unfriendly interfaces, overly centralized permissions, and redundant and cumbersome processes. Everyone had a full discussion on the details and solutions to these issues. Fan Xianrui stated that student and teacher satisfaction is the primary goal of the school's informatisation work. In response to the issues raised, the Information Technology Department will work with relevant business departments to optimize and improve the system platform, quickly iterate and upgrade, drive educational and teaching reform with digitalisation, improve management services, and enhance the quality of talent training.
