On 7 December 2022, the General Office of the Ministry of Education (MOE) issued a Notice on Training Bases for Teachers with "Dual Qualifications" for National Vocational Education (2023-2025). The Open University of China (OUC), being a leader in the application process, has been named a training base for such teachers in the Nursing programme.
These training bases are a major part of the training system for vocational-education teachers, part of a national demonstration project and training plan for famous teachers and principals, as well as training for local teachers in all schools. By establishing these bases for selected majors, the MOE is working to implement the guiding principles of the 20th National Congress of the Communist Party of China (CPC), promoting the connection of vocational and general education, integration of industry and education, and the combination of science and education.
The OUC Nursing-programme training base follows the principles of “system collaboration, integration between industry and education, coordination of medical education, and distribution balance". The base includes 6 core institutional members and 8 ordinary institutional members.
Aside from the aims already mentioned, the new base will strive to enhance collaboration inside and outside the OUC system, enhance construction of disciplines and majors, build high-level training teams with “dual qualification” structures, investigate demand, innovate training models and reforms, and optimise the training curriculum for vocational education. It will train Nursing teachers in vocational schools nationwide with a focus on fostering virtue through education while upgrading their knowledge and skills in line with new standards and encouraging collaboration with enterprises, and promote management and evaluation with the goal of consistent improvement.
