The year 2021 marked the 100th anniversary of the founding of the Communist Party of China and the beginning of the 14th Five-Year Plan period.

It was also a highly significant period in the reforms and development of the Open University of China (OUC). Over the past year, the OUC has conducted substantial Party history study and education; launched in-depth learning of the spirit of the Sixth Plenary Session of the 19th Central Committee of the CPC; comprehensively implemented the Party’s education guidelines; put into action the fundamental tasks of fostering virtue through education; and adhered to the general principles of emancipating the mind, reforming and innovating, pursuing progress while ensuring stability, and seeking high-quality development. A good start to the 14th Five-Year Plan period and new and essential progress in the construction of a world-class open university with Chinese characteristics have been achieved thanks to the coordinated development of both Covid-19 prevention and control and business development that advances the “four transformations” and helps to build the “four platforms” with a focus on fully implementing the General Plan for Intensifying Education Evaluation Reform for a New Era and the OUC Comprehensive Reform Plan.

On 5 January 2021, Gu Xiulian, vice chairman of the Standing Committee of the 10th National People’s Congress, conducted an investigation trip to the Open University of China (OUC).

On 27 January 2021, the Open University of China (OUC) held a meeting for the start of the construction of its “One Network and One Platform” informatisation project.

On 8 February 2021, Sun Chunlan, vice premier of the State Council, indicated that in 2021 the OUC should make persistent efforts to achieve a good start to the 14th Five-Year Plan period.

On 9 February 2021, the Ministry of Education issued a circular letter on the Record of the Renaming of 39 Provincial Radio and TV Universities as Open Universities.

On 16 March 2021, the OUC convened a mobilisation conference on Party History Learning and Education.

The Open University of China (OUC) awarded 10 teachers, the honourary title of "OUC Ethical-teacher Model", and 84 teachers, of "OUC Advanced Ethical Teacher" on 24 March 2021.

On 25 March 2021, Wang Jianjun, a member of the Party Group of China’s National Health Commission, and executive deputy director and chair of the China National Committee on Ageing (CNCA), took part in an investigative tour in the Open University of China (OUC).

On 29 March 2021, the OUC hired Professor Wang Huaichao from the Party School of the Central Committee of CPC and Mr Pang Zhonghua as distinguished visiting professors.

The Open University of China’s (OUC) “One College Student Per Village” programme was awarded the 2020 UNESCO King Hamad Bin Isa Al-Khalifa Prize for the Use of Information and Communication Technologies in Education (UNESCO Prize for the Use of ICT in Education), as announced by the UNESCO headquarters in Paris on 6 April 2021.

On 7 April 2021, the Open University of China (OUC) held the Internet Plus Talent Development Symposium on Rural Revitalisation. An inauguration ceremony for the OUC Rural Revitalisation College was also held during the symposium.

The Open University of China (OUC) launched the “Tell Stories of Party History and Be Progressive Youth: Youth United” learning activity, part of the campaign on Party history learning and education within the OUC educational system, on 29 April 2021.

On 1 May 2021, Beyond Distance Education: Cutting-Edge Perspectives on the Future of Global Open Universities was published.

The paper submitted by the Open University of China (OUC), titled “Best Practices of Poverty Alleviation through ODE: A Case Study from the OUC” received a silver medal of AAOU Best Practice Award at the 34th AAOU Annual Conference on 3 June 2021.

On 3 June 2021, the Open University of China (OUC) held a ceremony to launch its ideological and political education centre for teachers and students at Jinggangshan University.

On 25 June 2021, the Open University of China (OUC) held a conference in celebration of the 100th anniversary of the founding of the Communist Party of China (CPC), as well as the “July 1” commendation.

A ceremony to sign a Memorandum of In-depth Strategic Cooperation between the Open University of China (OUC) and Beijing Radio and Television (BRTV) was held in Beijing on the morning of 9 July 2021.

The Open University of China (OUC) held a meeting to promote its key work for 2021 on 3 September to ensure a good start to the 14th Five-Year Plan.

On 13 September 2021, a ceremony to unveil the OUC Rural Revitalisation College (Binzhou), was held. 

On 12 October 2021, the Opinions on Advancing the High-Quality Development of Modern Vocational Education was released, in which open universities were encouraged to build overseas learning centres.

On 12 October 2021, eighteen textbooks published by the Publishing & Media Group of the Open University of China (OUC) won top awards in the first National Award for Educational Material Construction.

On 13 October 2021, the Open University of China (OUC) and the Higher Education Teaching Evaluation Centre of the Ministry of Education (MOE) jointly launched a class to train teaching evaluators in its branches.

On 14 October 2021, the Open University of China (OUC) held a ceremony in Beijing for the signing of a strategic cooperation agreement with the China Broadcasting Network Group Corporation Ltd.(CBN) carrying out in-depth cooperation in such aspects as education and services for older adults.

On 16 October 2021, the first session of the “High-level Forum on Contemporary Chinese Marxism Research 2021” was held in Beijing, sponsored by the Open University of China (OUC) and organised by the OUC School of Marxism.

In the finals of the 7th China International Internet Plus College Student Innovation and Entrepreneurship Competition on 15 October 2021, the Open University of China (OUC) won five gold medals and eight silver in the Vocational Education category.

On 26 October 20121, the Open University of China (OUC) and Beijing National Accounting Institute (BNAI) held a ceremony to sign a strategic-cooperation agreement in areas such as graduate education, non-degree training, teacher development, development and sharing of teaching resources, and research.

On 24 November 2021, the “Opinions of the CPC Central Committee and the State Council on Population Ageing in the New Era” was released. The document made it clear that the preparation for the establishment of the National University for Older Adults (NUOA) will rely on the OUC.

On 23 December 2021, the Meeting of the Open University of China (OUC) to Advance Reform and Development in 2021 was convened in Beijing.

In December 2021, the OUC’s Credit Bank Blockchain: Innovative Research and Development Application was selected as part of the National Blockchain Innovative Application Pilot Programme.
