On 29 September 2021, a seminar aiming to enhance the ability of OUC teachers to use information technology, focusing on methods, curriculum design for online teaching, and common tools, was launched in a live broadcast. The seminar was organised by the Department of External Education and Training and operated by the OUC Teacher Training School.

Heads of OUC departments and more than a hundred trainees in the open-university system attended its opening.

As pointed out during the event, use of information technology is important to the modernisation of education, helping promote equality, quality, and innovation within it, and teachers need to become competent in using it. Within the open-university system, this competence should involve mastery of theory and rules, promoting the deep integration of technology and education as well as educational reform.

Yuan Songhe, deputy director of the OUC General Office of Party and Administration, delivered a lecture titled Educational Reform and Innovation in the "Internet+" Era, focusing on the current situation and problems of education in the "Internet+" era, as well as future thinking and development.

The opening ceremony also introduced the training situation and arrangements, as well as other training-related issues.
