Recently, Mr. Zhang, who works for a small education-technology company, easily obtained his personal "credit-bank" educational data via the "Learning in Zhejiang" page of the "Zhejiang Affairs Handling (Zheliban)" app.

Having lost his certification just as he was applying for this job, he was able to regain it conveniently, and get hired. "Not only my vocational qualifications, but all my academic information can be accessed through this app, which is easy to use and reliable.” This was how Mr. Zhang spoke with his friends about his experience.

Thanks to the latest achievements of the "Learning in Zhejiang” credit-bank pilot project, part of the "Education Magic Cube" digital-technology reform project being promoted in Zhejiang, Mr. Zhang's problem was quickly resolved. Zhejiang Open University has been promoting the work in this area.

How has the "Learning in Zhejiang" credit-bank app been built?

According to Lv Youwei, secretary of the CPC Party Branch of the Zhejiang Open University Management Centre, "We proceed from the user’s point of view, and keep the user’s needs in mind, as well as the habits ordinary people have in dealing with online affairs. The ‘Zheliban’ app is the most common platform people in Zhejiang use to handle these.”

The app has now added the credit bank, and allows one to search for the information relevant to one’s education and qualifications in it, for purposes such as finding work or taking examinations.

As a new type of university supported by information technology, Zhejiang Open University has always been at the forefront of bringing IT into education, and is committed to providing convenient digital-learning services and support to teachers and students in Zhejiang province, as well as the general public. It has built an online open-curriculum sharing platform for Zhejiang colleges and universities, developed the "Zaizhexue" app, and built the "Learning in Zhejiang" credit-bank access, among other achievements.

Relying on the open online curriculum-sharing platform of Zhejiang colleges and universities, Zhejiang Open University has incubated 230 courses, and received accreditation for provincial-level first-class undergraduate courses in 2020, accounting for 57.5% of the total in the province, while 8 platform courses have been recommended as first-class undergraduate courses at the national level.

The "Learning in Zhejiang" credit-bank app has incorporated 160 certificates provided by the Zhejiang Education Department and Zhejiang Province Human Resources and Social Security Department. In future, the app will continue to interface with the Zhejiang Big-data Bureau to include more vocational certificates and enrich the personal lifelong-learning archives. It will also connect within the year with the Yangtze River Delta "One Network Handling All Affairs" (yiwangtongban) project to obtain access to the Zhejiang provincial lifetime-education credit-bank data and the Yangtze River Delta open-education credit-bank data, and with interconnection through "Zhexuema" (the Zhejiang learning code) make personal information accessible and storable at any time, from anywhere.

In Zhejiang, digital technology has come to education, and made the lifelong-learning archives widely accessible.
