The opening ceremony of the School of Traditional Chinese Medicine (School of TCM) at the Qingdao branch of the Open University of China (OUC) was held on 19 August, 2020. The school is a new type of open-education school for training health-management personnel to meet health-industry needs and those of an aging society. It is accessible to anyone and aims to combine theory with practice, relying on the university's extensive resources and the strength of its health-management teaching team.

The school will provide education and training to students of all ages in order to build an advanced “Internet plus” education platform and a health-management training centre with distinctive Chinese characteristics that is influential both at home and abroad.

Zhang Xike, president of the Qingdao Branch, pointed out at the ceremony that the new school will meet the highest standards of need for industry-university research cooperation in traditional Chinese medicine, and is jointly established by the Qingdao branch and the Shi Xuemin TCM Vocational-training School. It aims to train TCM professionals with diverse skills in accordance with the needs of society, promoting Chinese medical technology and the development of traditional Chinese medicine, in order to help carry forward China's thousands of years of achievements in this field, a treasure of Chinese civilisation that can also boost the modern health-care industry.

Shi Xuemin of the Chinese Academy of Engineering, a master of traditional Chinese medicine and founder of modern Chinese acupuncture, said in his speech that the Qingdao municipal Party committee and government value the health-care industry and offer it support in accordance with national strategic development and the needs of the people. He promised to lead the team and devote all his efforts to passing on his lifetime of learning and experience, contributing to the cultivation of TCM professionals in Qingdao, and the inheritance of acupuncture specifically and ancient Chinese medicine in general.

Zhang Fenglou, former vice minister with the Ministry of Health, and president of the China Health Care Association; Wu Gang, former deputy director of the National Administration of Traditional Chinese Medicine, and president of the China Society for Information Research; Yu Gengsheng, vice president of the China Association of Research and Development of Chinese Traditional Medicine;  Qiu Mingyue, former deputy director of the workplace-injury-insurance division of the Ministry of Human Resources and Social Security, and deputy director of the Medical Insurance Special Committee of the China Association of Social Security; Professor Ouyang Wuqing of Northwest Agriculture and Forestry University, and the inventor of nano-drugs, attended the ceremony, each delivering a speech, and witnessing the establishment of the college. Shi Jianjun, vice president of the Qingdao Branch, and Li Zhaojie, chairman of the Shi Xuemin TCM Vocational Training School, signed the final agreement.
