The OUC Headquarters’ 4th session of scientific research work meeting, with the topics of deepening scientific research services, enhancing scientific research quality and supporting the OUC’s teaching reforms, was held at Wukesong campus on May 17, 2016, with president Yang Zhijian, vice presidents Li Linshu and Zhang Shaogang, and more than 200 other faculty members attending the meeting.

The meeting was chaired by vice president Zhang Shaogang and president Yang Zhijian made a speech about the relationship between the OUC’s scientific research and teaching work and the future development of scientific research work. He pointed out that, firstly, the most important research in a university is teaching research. The subject body and main direction of research in universities is to transform research-based knowledge into teaching-based knowledge and demonstrate such knowledge within teaching processes so that the professional knowledge, curriculum system and teaching methods will match the students’ requirements. Secondly, the OUC’s current research should focus on the OUC’s organizational format and system mechanisms. In other words, they should develop appropriate reforms based on the school-running concepts and models, curriculum system and teaching methods that have been accumulated and formed by the China Central Radio and Television University (CCRTVU) since it was established more than 30 years ago. They should use new concepts, models and mechanisms to solve the problems and difficulties which occurred in the CCRTVU’s construction, and set up a cooperation mechanism based around the idea that “everyone has a part, takes up his responsibility, exhibits his advantages, shows his typical characteristics and gets what he wants”, by means of mutual consultation, construction, management, sharing and a win-win cooperation. Thirdly, to deepen teaching reform and reinforce studies on and popularization of such aspects as promotion of the quality of talent training, “six-network integration” models, network core courses, core knowledge systems and its presentation patterns and to reflect the leading role of science and technology in teaching reform.

Director of the Education Research Institute, Wang Ying, gave her interpretation of the forthcoming Some Opinions on Propelling OUC’s Scientific Research Work, and released a mid to long-term plan for the university’s scientific research work. The document was positioned to enhance the OUC’s school-running quality and academic level, with its main focus on the three aspects of scientific research groups, scientific research service systems and the guarantee mechanisms of scientific research, which covers 15 key points, including planning, organization, management, implementation, monitoring, assessment, feedback and so on. It was the first systematic and programmatic guiding opinion about the general scientific research work and development of the OUC since it was officially founded in 2012.

Deputy director of the Education Research Institute, Chen Shougang, reviewed and summarized the scientific research work of the university in 2015, and explained the main content of the guiding principles for scientific research subjects in 2016.

Those departmental representatives who explored new paths in teaching reform and practices and made certain achievements in the OUC were invited to share their experiences in the meeting. Dean of the OUC Experimental School, Guo Qingchun, briefed the teaching reform practices and research of the Experimental School in recent years. Director of the Department of External Education and Professional Training, Ma Ruolong, introduced their research, exploration and practices in non-academic education fields such as elderly education and vocational education. Deputy director of the Academic Affairs Department, Hu Lifeng, shared his thoughts on the relationship between teaching and scientific research with the topic of “Teaching Reform and Scientific Research”.Yin Zhiying, a tutor from the School of Agroforestry & Medicine explained every teaching progress practice and its related studies developed by the teaching team of “human physiology”.

Meanwhile, the meeting also issued materials including, Some Opinions on Propelling the Scientific Research Work of the OUC (draft for comment), Briefings on OUC Scientific Research (spring Edition of 2016), Research Report on the Development of Chinese Distance Higher Education (2014) and An Investigation of the Theory and Practices of the Development of Distance Education for the faculty’s use.
