In September 2015, the Open University of China (OUC) launched the 2015 selection campaign for outstanding graduates within the OUC system.

44 branches,, the Experimental School, Bayi School, Zongcan School, School for the Air Force, School of Tibet, and School for the Disabled participated in the selection and recommendation campaign. A total of 461 outstanding graduates were recommended. In March 2016, the Learner Support Centre (Student Affairs Department) completed a preliminary review of the students' information. The Centre held an expert panel review meeting for the selection of the outstanding graduates award on April 7.
 
At the review meeting, OUC Vice President Li Ling emphasized that the selection of outstanding graduates is an important part of student affairs. Genuinely excellent students should be identified and recognized for their exemplary roles, so as to inspire more students to imitate their positive learning attitude and study ethic. OUC Vice President Li Linshu pointed out that, in the future, student work should focus on the value and significance of their education, future practical application, efficient work methodology, communication and exchanges with school departments, etc. He also emphasized that in the future, video meetings will be held to summarize the work every year. At the meeting, the review panel proposed many valuable suggestions on the selection of outstanding graduates, such as providing more detailed evaluation standards, making the process more efficient, improving the management methods, and intensifying promotion efforts, so as to constantly improve the method of selecting outstanding graduates and enhancing the social profile of the OUC's outstanding graduates.
 
After the expert panel review and one week of public comments, 448 students were finally confirmed as “Outstanding Graduates” of the OUC (Central China Radio and TV University) for the year 2015.
  
The outstanding graduates who were selected have made prominent achievements in their fields of study and work, and have been exemplary. Some of them come from remote mountainous areas, but still insist on learning and making outstanding achievements; some come from the countryside, but they put what they've learnt into practice, helping local villagers to increase their income; some are suffering from diseases, but are still recognized by all walks of life for their outstanding example. Some are "March 8" Red-Banner Holders, model workers, or outstanding police who are decorated military veterans. Some are dedicated national outstanding volunteers, they are passionate for their job, revealing OUC graduates’ life-long learning concept, and their devotion to serving the people and society.
