On December 15, 2015, an online meeting regarding spring 2016 student recruitment for the Open University of China (OUC) was held at Wukesong Distance Conference Centre.

The meeting summarized recruitment work during Autumn 2015 and made plans for recruitment work in Spring 2016. Vice President of the OUC Liu Chen, along with heads from every teaching department,and school, as well as admissions office staff attended the on-site meeting. Recruitment leaders from each branch (college), and the heads and related staff from enrollment management departments (either admissions offices or academic affairs departments) attended the meeting through a remote,two-way video conferencing system. The meeting was chaired by Liu Chen.

Liu Chen stated that the OUC should pay close attention to and carry out in-depth studies on the OUC’s operating status, changes in the national education environment and higher education policies, reform and development of higher education institutions caused by the integration of information technology and education, current student resources, changes in students’needs, and the gap between the school’s operating capacity and its students’ needs, all of which have brought new challenges to the OUC’s operation and enrollment work. He stressed that the university’s enrollment is currently still under downward pressure. The OUC should carefully analyze relevant features and problems reflected in its admissions process and explore appropriate strategies. He reiterated the guiding ideology of the enrollment work, “organic cohesion, risk prevention and control, coordination in operation, and change in stability.”Liu emphatically expounded on “stability” and “changes”and pointed out that the existing enrollment system should be carried out seriously, a healthy and stable order of admissions created, and effort made to maintain existing enrollment levels. At the same time, he advocated speeding up reform of the enrollment system,in accordance with the forthcoming “OUC Comprehensive Reform Scheme.”

Liu Chen had three requirements for Spring 2016 enrollment. First, to standardize enrollment management to ensure that enrollment is carried out in an orderly way. Secondly, to pay attention to enrollment work and provides strong support for it. Third, reinforce research and exploration, and advance reform and innovation of the enrollment system. He hoped that the OUC’s headquarters, branches, and study centres would work together to face admissions-related problems, try their utmost to do well in every part of recruitment, and create a new reality for recruitment.

Head of the OUC Academic Affairs Office Kuang Guiqiu announced basic information about enrollment in Autumn 2015, analyzed features of and existing problems in enrollment, and introduced the main measures by which headquarters and branches aim to enhance each school’s operating capability, expand student groups, improve work efficiency, reinforce supervision of enrollment, and explore reform of the enrollment system. He also made plans for Spring 2016 enrollment.
