According to an MOU signed by the education ministries of China and Singapore in 1999, the Ministry of Education of China entrusts the China Scholarship Council (CSC) to send 35 English teachers from Chinese universities and colleges (including five from Hainan Province) for 10 months of training in English pedagogy at Nanyang Technological University (NTU), Singapore. At the completion of the training, five outstanding students will be selected for a 12-month master’s programme in Singapore.

The CSC has entrusted the OUC with selecting four to five candidates from its English-teaching team. The candidates will take an examination with both writing and speaking sections organised by the CSC and NTU, and those with the best results will be admitted to the programme. Since the launch of the programme, the OUC has recommended dozens of English teachers for the examinations, and a number have been admitted. This programme has enhanced the skills of English teachers and advanced reforms of the English major and English teaching at the OUC.
