ZHONG Tuanyu, She ethnicity and a member of the Communist Party of China, currently serves as the Party Branch Secretary and Director of Village Committee, and Chairperson of the Village Women's Federation of Jindouyang Village, Fuan City, Fujian Province. She also holds the position of Part-time Vice Chairperson of the Fuan Federation of Women. In the spring of 2022, she enrolled in Administrative Management (Rural Management Direction) programme at Fuan Open University (OU). In 2025, she was honoured with the title of "National March 8th Red Banner Holder."

As the "female leader" of a She ethnic village with a registered population of over 1,000, relying on the village's long-standing tradition of She ethnic martial arts and rich cultural heritage, ZHONG leads the villagers of Jindouyang Village to upgrade and transform the She ethnic village with an investment of more than RMB18 million, building a She ethnic martial arts-themed park, youth study and homestay facilities, and an outdoor stargazing campsite. By inviting professional management teams, she has developed unique tourism brands such as "Tourism + She Martial Arts Study" and "She Ethnic Village," exploring a development path that integrates She ethnic culture with rural revitalisation.

As a grassroots representative, ZHONG remains deeply connected to the people, carrying the will of the people and conveying their voices. Since mid-February, she has been actively managing village affairs while conducting extensive grassroots research to understand the concerns of the community, ensuring thorough preparation for the Two Sessions.

This year, she has proposed supporting Fuan City in creating a "Banzhong Model" and promoting the establishment of a "Demonstration Zone for Forging a Strong Sense of Community for the Chinese Nation and Achieving Ethnic Unity and Common Prosperity" on a large scale. "Fuan is the largest She ethnic settlement in China, encompassing three She townships - Banzhong, Muyun, and Kangcuo, and one She Economic Development Zone, with a She population exceeding 70,000, it accounts for about one-tenth of the total She population nationwide," ZHONG explained. She emphasised that by focusing on forging a strong sense of community for the Chinese nation and creating a common prosperity demonstration zone with She characteristics, the initiative will better promote and lead the shared development and prosperity of various ethnic minority regions.

ZHONG envisions this vision through the implementation of the "Six Major Initiatives": vision-driven prosperity, industry-fueled wealth, culture-powered growth, beauty-inspired development, digital innovation for wealth creation, and inclusive prosperity for all. She suggests inviting national and provincial ethnic minority work exchange conferences to be held in Fuan's “three townships and one zone” or to establish sub-venues there, aiming to host more influential thematic seminars. She also calls for preferential support from relevant departments in areas such as ethnic minority industrial development and cultural heritage protection, the formulation of construction plans, the establishment of a coordinated promotion mechanism for the demonstration zone. Furthermore, she proposes the creation of a working mechanism linking the National Ethnic Affairs Commission with Fuan, along with the assignment of outstanding cadres to provide on-site guidance for the initiative, paving a "broad and prosperous road" for the revitalisation of She village.
