DONG Caiyun, Bao'an ethnicity, is a deputy to both the 13th and 14th National People's Congress (NPC). Currently, she serves as Deputy Director of the Teacher Training Centre in Linxia Hui Autonomous Prefecture, Gansu Province, as well as Vice President of Linxia Open University. In 2019, she was awarded the title of "National Role Model Teacher" by the Ministry of Human Resources and Social Security and the Ministry of Education. In 2022, she was honoured as a "2021 National March 8th Red-Banner Pacesetter".

She is from the people and for the people. DONG firmly believes that without investigation, there is no right to speak. To propose high-quality suggestions and obtain first-hand information, she frequently visits grassroots areas to conduct research, listens to the voices of the people, and collects a wide range of opinions and suggestions. Education has always been a topic of great concern to her. Through questionnaires and face-to-face conversations, she seeks to understand the needs of frontline teachers. She immerses herself in classrooms, engaging closely with students to gain insights into their learning situations. She also visits education authorities to solicit relevant opinions and suggestions.

In addition, DONG leverages her professional expertise to frequently visit remote mountainous areas in Dongxiang County and Jishishan County, providing teaching and training support to help less developed schools advance. Her efforts have earned deep appreciation from both teachers and students. MOU Tianlong, Principal of Dongpingsi Primary School in Zhaizigou Township, Jishishan County, said, "She has visited our school multiple times for research and has led her team to conduct teaching and training programmes. She has also reached out to charitable enterprises to donate essential supplies to our school. Her actions have greatly inspired our teachers and significantly improved our teaching standards."

In fulfilling her duties as an NPC deputy, DONG has become a shining example of dedication, driven by unwavering conviction and concrete actions. Over the past year, she has shouldered the earnest expectations of the people in her hometown, shuttling between different work settings and dedicating her efforts and wisdom to her duties. DONG said, "The Master Plan on Building China into a Leading Country in Education (2024-2035) mentions 'optimising the layout of higher education' and 'tilting new higher education resources towards central and western regions as well as ethnic minority areas.' Therefore, this year, I plan to submit a suggestion on accelerating the upgrade of Linxia Modern Vocational College to offer undergraduate degrees. Additionally, I have prepared suggestions on policy support for the transfer of industries from eastern regions to ethnic minority areas in the west, increasing support for cultural heritage protection in ethnic minority areas, making overall arrangements for kindergarten teachers in these areas, and including the expansion and quality improvement of general high schools in these areas in special support programmes. I hope my suggestions will receive attention and contribute to the economic and social development of Linxia Prefecture."
