On August 14, 2002, the OUC and Tibet University jointly established the OUC School of Tibet, initiating modern distance education in the Tibetan region and marking the complete coverage of the OUC’s open and distance education network in all provinces, municipalities and autonomous regions in China's mainland. The School of Tibet is also an important initiative in the OUC’s support for the national strategy to develop and educate the Tibetan region, and yet another implementation of the OUC’s “four orientations” educational philosophy.

Established to meet the socioeconomic development needs of Tibet, the OUC School of Tibet provides distance degree education for the Tibetan region by leveraging Tibet University and the strengths of the OUC system. The school delivers the OUC’s quality educational resources to Tibet and offers Tibetan learners a new platform for higher education and lifelong learning.

The OUC School of Tibet started enrollment in the autumn semester of 2002. In June 2009, it established teaching and learning centres in Shannan and Xigaze prefectures, which began enrollment in the autumn semester of the same year. Since its establishment, the School has offered a total of 7 undergraduate programmes (Chinese language and literature, accounting, administrative management, law, English, computer science and technology, and business management) and 5 associate degree programmes (nursing, accounting, administrative management, law and office administration). As of the spring semester of 2012, cumulative enrollment is 6,720 with 2,936 graduates.
The opening ceremony of the OUC School of Tibet was held in Lhasa on August 10, 2012.
As part of its long-term development strategy, the OUC has a comprehensive plan to provide educational support to Tibet and Xinjiang by promoting the development of higher education and the construction of a lifelong education system in those regions. On July 4, 2012, the OUC separately signed two agreements in Urumqi to assist Xinjiang Radio and TV University and Bingtuan Radio and TV University during the “12th Five-Year Plan” period. The agreements clearly specified 12 areas of assistance, including information technology, teaching resource construction, lifelong learning platform construction and faculty training. This is an important initiative through which the OUC is implementing the policies of the Central Xinjiang Work Conference.
