On November 9, 2015, a delegation of 6 people headed by Chairman of Kazakhstan Dungani Association, An Husai, visited Shaanxi Radio and Television University (Shaanxi Business College) to discuss international cooperative exchanges, and delivered a report to the tutors and students. This is a move towards implementing Shaanxi educational digitization and internationalization activities in 2015.

On behalf of Shaanxi RTVU, President of Shaanxi RTVU, Lan Xinzhe, delivered a welcoming speech to the delegation. He introduced the "1233" development goal. He said Shaanxi RTVU has created "seven No.1 in Shaanxi universities" for 36 years. Shaanxi Business College was awarded the 2014 Example of China: a university with the most development potential. He introduced the innovation and development of the mobile school founded in 2013; the projects of transformation and upgrading of Shaanxi RTVU into an "international Open University"; and the progress of "Belt and Road Initiative" institute of education, science and culture, etc. He said, under the leadership of Shaanxi provincial government, Shaanxi provincial Higher Education Work Committee , and Shaanxi provincial Education Department, Shaanxi RTVU actively responded to the "Belt and Road Initiative", giving full play to the advantages of Distance Education 4.0 technology. In particular, in 2014, Shaanxi RTVU and the Open University of China (OUC) jointly sponsored the setting up of China Mobile Intelligent Education Development Strategy Alliance, which lays a foundation for the development and application of Distance Education 4.0 technology in mobile intelligent education, and creates favorable conditions for further strengthening cooperation and exchanges with the countries along the Silk Road. He hoped that both sides could strengthen in-depth cooperation in education, science and culture; international cooperation; and exchanges in education, science and culture; Shaanxi RTVU could leverage its advantages in discipline, technology, and the teaching faculty; send tutors to Kazakhstan to carry out academic exchanges and lectures; lectures could be delivered through the Internet, television, and other distance education technologies; explore the possibilities of receiving several Dungani ethnic students from Kazakhstan to study at Shaanxi RTVU. He sincerely hoped that through the cooperation, we could promote educational development for the Dungani ethnic group and "Shaanxi village", as well as the "Belt and Road Initiative".

An Husai introduced the basic situation of Kazakhstan, the Dungani ethnic group, and "Shaanxi village". He said, in recent years, the Dungani ethnic group and "Shaanxi village" had a close relationship with Shaanxi "hometown", attaining plenty of cooperation with fruitful results. The Chinese government, Shaanxi provincial government, and various organizations have offered great support. He was very happy to be there with Shaanxi RTVU (Shaanxi Business College) to discuss international cooperation and exchanges. To his mind, the development of this university reflects the development speed of China. The development of the mobile school of this university has been ahead of international development. He would build a bridge for international cooperation in school operation between this university and universities in Kazakhstan to achieve educational, scientific and cultural exchanges and produce fruitful results.

After the symposium, An Husai delivered a report to nearly 200 representative students and tutors in Room 509 of the Administration Building. In his excellent one-hour report, which he delivered with a native Shaanxi dialect to give a vivid description of the basic national situation of Kazakhstan, its national history, its development in education, science and culture, the historical changes of the Dungani ethnic group and "Shaanxi village", its practical development, its educational, scientific and cultural innovation, and so on. He affectionately expressed the ethnic spirit of the Dungani ethnic group. They are patriotic, never forgetting their ancestors and their Shaanxi roots. They are determined to protect and inherit Shaanxi's excellent culture and traditions, focusing on education and adhering to their daring and brave national spirit. 

The Dungani ethnic group in Kazakhstan migrated from Shaanxi 153 years ago, yet they still retain the cultural tradition of Shaanxi, and keep the spirit of diligence, kindness, wisdom, bravery and innovation.
