A few days ago, Yongjia School of Zhejiang Radio and TV University(RTVU) held a signing ceremony for cooperation in education. Yongjia School signed an agreement with its partner Shanghai SUNHOVER Industrial Investment Group, and thus Yongjia took the lead in completing the reform of the system of school administration of the RTVU.

The cooperation agreement includes nine parts and 42 articles, covering the education objectives of the RTVU reorganization, asset management, school running and management, construction of the teachers team, both parties’ rights and obligations, reward and sanctions measures, modification, rescinding and termination of the agreement and the trusteeship of the secondary vocational school of the county, and so on. According to the agreement, the school administration system of Yongjia RTVU has been transformed to a privately run school. After the reform, the name of the RTVU and affiliation relationship will remain unchanged. SUNHOVER Group shall have the right to use such state-owned assets as the school premises, the land, equipment and instruments. However it will not have the right of disposal of the above mentioned assets, which was to ensure there would be no loss of state-owned assets. 

SUNHOVER Group will undertake the task of training school students, expanding the school administration function, and based on all of the school functions including the original adult education and public education, increase community education and short-term training, carry on the cooperation between the university and enterprises and the combination of production and teaching, achieve integration of secondary and higher vocational education and build a new learner development model. Meanwhile, it will provide a sufficient number of teachers for Yongjia RTVU and engage an excellent principal with rich management experience and high visibility in the country to serve as the President of Yongjia RTVU. In order to support the RTVU in introducing excellent talents, the employment vacancies designed and ratified according to the staffing scale of the RTVU’s community institute and the secondary vocational school, can be used to solve the employment issue of the publicly employed teachers recruited by the RTVU. And the institutional identity of the former regular teachers of the RTVU would remain the same, enjoying the same transfer policy. Publicly employed teachers are allowed to move in both directions as they wish. 

Meanwhile, Yongjia would give the Institute the policy support in such aspects as financial awards and subsidies, purchasing services, tax benefits, team building, enrollment and relevant fees, and so on. As for the full-time vocational students recruited by the RTVU and SUNHOVER Group after the follow-up expansion in schooling, the government has agreed to support purchasing services with the standard of payment of 30% of the average expenditure per student, and will not charge any additional training fee for current school students. 

Yongjia RTVU has 58 regular teachers and 5987 school students now. Weng Zhiben, the Deputy Director of the Education Bureau of Yongjia County, briefed that, in 1999, the provincial Department of Education approved the transformation of Yongjia RTVU from state-owned to privately-owned. However, because the supporting policies, including the fulfillment of the teachers establishment, were unable to keep pace, the reform could not be implemented and the existing school administration system of Yongjia RTVU lacked energy. In 2015, Yongjia restarted the RTVU reform initiative, and released the announcement of the public bidding for the school administration of Yongjia RTVU to the nation on April 30th.
