In recent years, in order to recruit various types of excellent talents from diverse corners of society to settle down in Guangdong and participate in socio-economic development efforts, the Guangdong provincial government has gradually implemented a “Credit Accumulation for Household Registration” policy in cities under its jurisdiction. Based upon the policy and relying on Guangzhou’s digital learning system, Guangzhou RTVU integrated its impressive resources and launched the vocational skills accreditation training programme.

“Credit Accumulation for Household Registration,” as the programme is known, aims to meet diverse requirements, including credits accumulation for household registration and employment development, from all levels and types of extraordinary recruits. Thus far, the programme has developed 21 vocational skills accreditation distance training courses, and was designed by experts and professionals, including Human Resources Managers, Psychological Counsellors, Labor Relationship Coordinators and so on.

According to the new “Guangzhou Credit Accumulation for Household Registration Regulations,” applicants from 20 to 45 years of age, who have a middle school level education or above, have participated in Guangzhou’s social insurance schemes for at least four years and have earned a score of 60 can apply for “household registration”

qualification. Among them, those who possess any of the 34 certificates for urgently-needed vocational skills can obtain corresponding credits to take part in the household registration process (For relative policies, please refer to “Guangzhou ‘1+3’ New Policies for Credit Accumulation for Household Registration”). The 21 vocational skills accreditation training programmes, aimed at the needs of “Credits Accumulation for Household Registration”, were developed by Guangzhou RTVU. The enumerated skills involve urgently-needed industrial job accreditation. Corresponding credits for household registration reach up to a maximum score of 90. Once students complete all of the web-based learning projects and pass their examinations, they not only receive vocational certificates issued by the relevant government departments, but also win corresponding credits for household registration, according to local policies. By this means, their dreams of settling down in Guangdong can be reached by the earliest possible date.   

The administration of Guangzhou RTVU expressed that such “Credits Accumulation for Household Registration” distance training programmes are able to satisfy the special development and setting requirements many of its students have. In so doing the programme maximizes the beneficial effects of learning. Meanwhile, such features as flexible learning patterns, affordable tuition fees and thorough, satisfactory online and offline services help provide educational convenience for studies to learners who require “household registration through credit accumulation.” What’s more, the programme has attracted a lot of educational and training institutions and project sponsors to cooperate in promotions.
