Shaanxi Radio and TV University (RTVU) and Shaanxi Broadcast & TV Network Media Group Co., LTD signed a strategic cooperation agreement on December 26, 2013. Lan Xinzhe, President of Shaanxi RTVU, and Lv Xiaoming, Chairman of the Group co-signed the agreement.

According to the agreement, taking information technology as a foundation, the two sides will develop a new generation of mobile learning platforms and technologies that are accessible, useful, easy-to-use and enjoyable. They will also develop an intelligent open and distance education model, and actively develop mobile learning to build a new intelligent open and distance education system that both efficient and low cost.

Shaanxi RTVU, on the basis of the current state of modern distance education in Shaanxi, will take the lead in cooperating with China Telecommunications Corporation Shaanxi, China United Network Communications Limited Shaanxi, China Mobile Limited Shaanxi, Shaanxi Broadcast & TV Network Media Group Co., LTD and Shaanxi Digitization Centre. It has organized the research and construction of the Shaanxi Advanced Intelligent Distance Education Digitization “Industry-University-Research” project, which has achieved project approval from the Education Department of Shaanxi Provincial Government, the Science and Technology Department, the Industry and Information Technology Department of Shaanxi Province and Shaanxi Bureau of Quality and Technical Supervision. 

Zhao Jian, Deputy Secretary of the CPC Committee of Shaanxi RTVU, pointed out that during the process of planning and preparing the strategy transition, Shaanxi RTVU has put forward the concepts of “education digitization, educated information consumption” and “five A’s (Anytime, Anywhere, Anyone, Anyway, Any course)”. It has developed the Shaanxi Advanced Intelligent Distance Education Digitization research project, actively exploring the field of education digitization. The cooperation agreement is a milestone in the history of Shanxi RTVU educational reform and marks the start of the implementation of the strategic cooperation between the two sides.

Liu Jin, Chairman and General Manager of Shaanxi Broadcast & TV Network Media Group Co., LTD, praised the outstanding contributions made by Shaanxi RTVU in promoting the modernization and digitization of higher education and building a lifelong learning system in Shaanxi. He noted that the cooperation between the university and the company is a necessary choice and that the company will give play to “multimedia, full terminals and wide coverage” to carry out its responsibilities creatively. The two sides will work together to raise the level of modernization and digitization within intelligent distance education.

Both sides demonstrated that the cooperation will be beneficial to enhancing the basic digitization infrastructure and network environment of the “Province-City-County-Community” distance education system at Shaanxi RTVU. It will help to show that education digitization drives education modernization, and is of particular significance in improving the education level of Shaanxi’s labor force, achieving the goal of forging high-level human resources and supporting the development of Shaanxi upgrade industries.
