On the afternoon of September 3, Shaanxi Radio and TV University (RTVU) and China Telecom Shaanxi Company signed the “Strategic Cooperation Agreement on Promoting Jointly Modern Intelligent Distance Education Digitization” at the conference room on the 10th floor of an office complex at the new campus. The signing ceremony was attended by Si Furong, general manager of China Telecom Shaanxi Company; Lan Xinzhe, president of Shaanxi RTVU; and Zhang Xinhua, vice president of Shaanxi RTVU.
Representing the university, Vice President Zhang Xinhua gave a speech to introduce the project’s cooperation background, goal and significance. He pointed out that the development of information technology has made a revolutionary and subversive impact on traditional education, and many universities at home and abroad have placed greater emphasis on deep integration between information technology and education. “Strategic Cooperation Agreement on Promoting Jointly Modern Intelligent Distance Education Digitization”, characterized by the integration of “production, teaching and research”, aims to push forward building of the learning society in Shaanxi province and the lifelong learning system, satisfy personalized and diversified learning, and advance cooperation in creation and research related to distance education digitization. It also aims to provide important historical and practical meaning for promoting education equality and accelerate building a strong province in terms of education and human resources.
The general manager, Si Furong, also delivered a speech. He emphasized that the country has always attached great importance to education digitization, which is a vital component of educational reform and global development of the company. Mr. Si said the company would continue to provide technical support and application services to foster the university’s digitization. He also outlined the company’s technical advantages in upgrading digitization of Shaanxi’s economy and society, and its work carried out in the “Shaanxi City Digital Wisdom” project. Regarding education digitization, relying on the “Ten-year Plan for Education digitization of Shaanxi Province” had allowed the company to build cooperation in common building and sharing of education digitization with the province’s education department and other departments at all levels in relation to the “wisdom campus”. Mr. Si lauded the university’s operational advantages and sense of reform and creation. He noted that his company’s partnership with the university marked a new starting point for mutual cooperation in education digitization, adding that the company would fully capitalize on its technological, services and personnel advantages to coordinate closely with the university and implement the project. The company will assign people to form a special work team to cooperate with the university on the creative application of modern education digitization and advance the university’s education digitization to a higher level. Mr. Si insisted on achieving success through mutual cooperation.
The president, Lan Xinzhe, said in his speech that strategic cooperation between the university and the company has ushered in a new era for business. Firstly, the university has realized a leap in study methods from television and web-based learning to mobile learning, which has more users and enables the learners to learn anytime and anywhere. Mobile intelligent distance education technology is a result of the deep integration of the notions and resources of distance education and modern intelligent digitization, which will have a far-reaching effect on the development of distance education. Mutual exploitation and creation from both the university and company must achieve mutual benefits and win-win results, while at the same time ushering in a new era for modern education and digitized interdiscipline. Secondly, along with the establishment of a special fund for the project of major innovation of science and technology in Shaanxi province, the strategic results of cooperation from the modern mobile intelligent education project must ensure success. The company’s strong technical support, advantageous resources and professional team along with the university’s systematic operation will make “the wisdom of Shaanxi” become more practical in urban and rural communities. It will also play a role in guidance and demonstration around the province, fulfilling education modernization and digitization in Shaanxi to bolster education in remote areas. Thirdly, the company’s large scale, comprehensive services and affluent resources have made an outstanding contribution to “the wisdom of Shaanxi”, development of the province’s digitization and education modernization, and advancement of information technology in the public and industrial domains. The company has become a powerful cooperative partner of the university. Fourthly, the university has advantages in degree education, micro -classrooms, construction of courseware fragmentation and systematic school operation. It has more than 30 years’ experience in running the school with a professional team, during which progress has been made constructing an open university in Shaanxi. With mobile terminals as a starting point, it hopes to take the lead in finishing to build its “wisdom campus” with the largest number of students. This objective is part of its goal to be a pioneering Shaanxi university on provincial and national scales. Fifthly, Mr. Lan expressed his confidence and anticipation for further mutual cooperation. He said that the university will organize its best team to develop the distance education system and meet usage requirements as soon as possible, while also gradually establishing industry standards to reap bigger economic and social benefits.
