São Paulo, 3 June 2025 — LIU Xuanxuan, Vice President of the Open University of China (OUC), led a delegation to attend the China-Brazil University Presidents' Dialogue in São Paulo, Brazil.
During the event, Vice President LIU Xuanxuan signed an MOU with DU Taisheng, Vice President of China Agricultural University, and Ricardo Trindade, Director of China Centre at the University of São Paulo, which was witnessed by WANG Jiayi, Vice Minister of Education of China, and Marcos Vinicius David, Deputy Minister of Brazil's Ministry of Education. The three parties jointly inaugurated the "Open Learning Centre, São Paulo, Brazil," marking a new step in China-Brazil higher education cooperation, which was also the implementation of President XI Jinping's remarks in October 2024 at the 16th BRICS Summit on establishing 10 overseas learning centres in BRICS countries over the next five years.
During the China-Brazil University Presidents' Dialogue which was co-hosted by the China Education Association for International Exchange and the Brazilian Coordination for the Improvement of Higher Education Personnel (CAPES), Vice President LIU delivered a keynote speech titled "Riding the Digital Wave, Advancing with Intelligence: Digitally Enabled Lifelong Education for a Learning Society - The Open University of China's Practices in Digital Education". During the conference, the delegation also explored potential collaborations with institutions such as the Universidade Federal de Goias (Brazil) in the fields of faculty development, resource sharing, and the establishment of overseas learning centres.
On 4 June (local time), the delegation also visited the University of Brasilia and CAPES.
On 5 June (local time), the delegation visited the University of São Paulo for in-depth discussions with China Agricultural University and the University of São Paulo regarding the implementation plan for the Learning Centre. Preliminary consensus was reached on establishing a regular communication mechanism, joint curriculum development, and skills training for rural talents.
The establishment of the "Open Learning Centre, São Paulo, Brazil" represents a new collaborative model between Chinese and Brazilian universities to share resources and advance educational development in both countries. In the future, the centre will focus on building a Chinese-Portuguese bilingual educational resource platform, expanding international cooperation networks and facilitating academic exchanges and knowledge sharing. This initiative will inject fresh momentum into China-Brazil university collaboration and contribute to educational cooperation among BRICS nations.
