Beijing, 3 December 2025 – Dr. WANG Qiming, President of the Open University of China (OUC), visited the Health Human Resources Development Centre of the National Health Commission (hereinafter referred to as the “Centre”). The two sides had deep discussions around evaluating health workers, building a lifelong learning system for the health sector, and jointly conducting training programme for medical and healthcare workers.
FANG Jianing, Director of the Centre welcomed OUC President WANG Qiming and his delegation. He outlined the Centre’s work in talent evaluation, service, training, policy research, publicity, international cooperation, and health workforce recruitment. He praised the achievements of the joint "Health Talent Vocational Skills Programme" between the two parties and called for strengthening communication and continuously deepening cooperation.
President WANG Qiming introduced the OUC’s educational positioning, development path, strategic focus, and achievements. He highlighted that the four-year collaborative "Health Talent Vocational Skills Programme" with the Centre has yielded positive results. This partnership has established robust communication channels and accumulated substantial operational experience, creating a strong foundation for future collaboration.
Both parties agreed that deepening the collaboration is an important step in implementing the "Healthy China" strategy. They plan to integrate the resources of national platforms and higher education institutions to pioneer innovative models for health talent cultivation, thereby underpinning the high-quality development of the national health sector.
For future collaboration, both sides will leverage their respective strengths, closely align with the “Healthy China” talent strategy, and broaden cooperation in building nursing and primary healthcare workforces. They will continue refining the "medical-educational partnership" model to foster the high-quality talent among medical, nursing, and technical personnel. Going forward, they will work together to make greater contributions to building a strong educational nation, a healthy China, and achieving Chinese-style modernisation.
In line with the consensus reached, a joint working group will be established under the "Health Talent Vocational Skills Programme". This group will develop a strategic cooperation framework agreement, clearly defining the collaboration areas, operational mechanisms, and implementation steps.
