In order to thoroughly implement the spirit of the 20th National Congress of the Communist Party of China, comprehensively promote rural revitalisation, and contribute the strength of open education, on 16th March 2023, the Rural Revitalisation Talent Training Practice Base of the Open University of China (OUC) was officially launched in Shibadong Village. Fan Xianrui, a member of the Party Committee and vice president of the OUC attended the establishment ceremony and delivered a speech.
Shibadong Village is located in Shuanglong Town, Huayuan County, Xiangxi Tujia and Miao Autonomous Prefecture, Hunan Province. On 3 November 2013, General Secretary Xi Jinping first proposed the important idea of "Targeted Poverty Alleviation" here, which has become the key to winning the battle against poverty.
Fan Xianrui stated that the establishment of the OUC's rural revitalisation talent training practice base in Shibaodong Village is a concrete manifestation of implementing the guiding principles of the 19th National Congress of the Communist Party of China and the "Two Sessions". It is an important measure for the school to consciously serve the national strategy, assist in the construction of a learning-oriented society, and practise the cultivation of local talent at the grassroots level. She emphasised that the OUC system will focus closely on the fundamental task of fostering virtue through education, implement the "hard-working spirit," solidly promote the integration of vocational and general education, the integration of industry and education, and the integration of science and education. They will also tailor training to the local industry's development direction and adapt to industry needs to cultivate talent that meet the needs of development for "agriculture, rural areas, and farmers". They will take digitalisation as an effective means of innovating rural education, explore teaching modes that meet the needs of local people, build useful and easy-to-learn course resources, and strive to build the practice base well, contribute new strength to the rural revitalisation strategy, and assist in building a society and country where lifelong learning is pursued by all.
The opening ceremony of the 2023 Hunan Province Rural Revitalisation Technology and Skills Talent Advanced Training Class and the launch ceremony of the "Xiangtu Youcai" Entrepreneurship and Innovation Ability Enhancement Action were held at the Hunan Branch.
