Brief Introduction:

Yu Pusong is a member of the Communist Party of China (CPC) and a graduate of Water Supply and Sewerage Engineering major from North China University of Water Resources and Electric Power in July 1995. He became an employee of Qinhuangdao Water Supply Company and served as deputy director of its Information Management Centre after he graduated from an undergraduate programme in Mechanical Design, Manufacturing and Automation at Qinhuangdao Radio and TV University (Qinhuangdao RTVU) in July 2019.

“NPC deputies are responsible for promptly reporting the public's urgent needs, difficulties and expectations,” said Yu Pusong, deputy director of the Information Management Centre of the Qinhuangdao Water Supply Company, in his fifth year as such a deputy.

In 2018, he was elected deputy to the 13th NPC. At that time, his first, he submitted a proposal to reduce the SMS charges of enterprises providing essential services. It is common for water companies to send users text messages, such as overdue reminders or payment-completed notices, for 0.1 yuan per text, which seems cheap but adds up. About a month after the two sessions had ended, his company had its SMS charge reduced by more than half due to his efforts.

Yu Pusong has been working for the Water Supply Company for 28 years, and since taking office has put forward a number of suggestions on issues such as food safety and pipe renovation. In 2022, he submitted a suggestion for accelerating transformation of urban underground infrastructure.

From his work, he knew that the water, electricity, gas, heating, telecommunications and other systems are mostly buried underground, and that a lack of overall planning, and poor communication among departments, had led to hidden dangers of management, use and maintenance.

He suggested that the legal responsibilities of all parties be clarified, planning coordinated, and construction enhanced through improved technology, covering issues such as navigation and positioning, in order to form a unified system of planning and construction and a “unified map” of underground systems in order and ensure the safe and stable operations of the city.

This year will be his last as an NPC deputy. He said, “I will remain responsible and conscientious, doing my best to live up to my duties.”
