On October 25-26, the 2013 Annual Meeting of Beijing Universities’ Digital Libraries, hosted by the Digital Library Committee of Research Institute of Higher Education Library under the Beijing Society of Higher Education and organized by Peking University Library, was held in Beijing. The theme of this seminar was “The Reform and Innovation of the Digital Library during the Age of Big Data”. 129 representatives from 44 Beijing university libraries and other enterprises attended this seminar and held academic discussions on the technical development and new application models of the digital library. The OUC’s keynote speech, which was about MOOCs practice on digital libraries, attracted much attention, and the “Easy Reading” was awarded the second prize in the rating of digital library technical applications.

During his keynote speech “MOOCs and the Library: Starting from a Practical Example of the OUC Library’s Online Training Courses”, Zhao Xuan from the OUC Library presented the basic meaning, service platform, scale of construction and future development. According to the practical experience of the OUC library’s building reader’s online learning space, carrying on library education and educating information literacy, he probed the three phases of library development by applying MOOCs: phase one is to build an online website which can basically enable the library to train the readers and to design the curriculum; phase two is to vary the online website function, to increase quality with service function on platform level and enable it to provide an online learning environment with a relatively complete function for courses; phase three is to discuss the application model and services of library under the development of MOOCs. The participants paid great attention on the OUC library applying the MOOCs to carry on the innovative practice of library service.

The seminar also appraised digital library technical application cases through comparison, on which 18 cases from 13 libraries of Peking University, Tsinghua University, Beijing Normal University and other universities presented the practical results of technical application. Through site explanation, poster presentation, voting and experts assessing, “The Design and Implementation of the Platform for Large-scale and Remote Accessing of Digital Resources: On an Example of ‘Easy Reading’ by the OUC Library”, submitted by Zhang Hongli from the OUC Library, won second prize. “Easy Reading” is a windows application, by which the digital resources can be large-scale and remotely accessed, and it aims to guarantee that distance digital library services can be better carried on in the new-technology-applied environment, also solve the problems, which brought by the new-technology-applied environment (for example, the appearance of Win8 system and the update of IE10, 360, Firefox and other browsers) to the distance access of the digital library.

Through the “Project to Build Radio and TV Universities Digital Libraries Catering to the Whole Country”, the OUC library has already roughly achieved the goal of covering and serving people all across the country. In 2013, based on the development of new media technologies and the evolution of technical application models, the OUC library has developed ubiquitous reading terminal services and built the One-stop Comprehensive Integrated Search Service Platform within the main content of “The OUC Academic Search”, to better adapt to the digital library service network under the development of new information environment.
