YU Ziwen, Tujia ethnicity, is a member of the Communist Party of China. He enrolled in the 2014 Business Administration programme at Changde Branch, Hunan Open University. He is a deputy to the 14th National People's Congress (NPC) and currently serves as Chairman and General Manager of Hunan Xiang Jia Husbandry Limited by Share Ltd. His honours include "National Model Worker," "Hunan Province 8th May 4th Youth Medal," and "Hunan Province 2002 Outstanding Spark Leader."

"The quality and safety of edible vegetable oil is directly related to food safety, livestock production safety, and public health safety," YU stated in an interview on 10 March. He called for improving safety testing indicators and judgment standards for edible vegetable oil to effectively safeguard food safety for the people. In recent years, adulterated and substandard oils, as well as oils with illegally added prohibited substances, have entered industrial chains through forged documents and tampered testing reports, posing serious risks to agricultural production, the food industry, and consumer health.

YU proposed establishing a nationally unified traceability and report verification platform for edible oils, implementing a "one order, one code, one report" system where testing reports are assigned unique traceability codes, enabling full-chain information to be searchable, traceable, and accountable.

He also called for stronger law enforcement and better coordination between administrative and criminal penalties. He recommended that any detection of prohibited additives or forged test documents be strictly penalised; that cross-regional joint investigation mechanisms be set up; and that criminal liability be pursued in cases involving large amounts or widespread harm.

Additionally, he suggested strengthening regulatory capacity at the grassroots level by equipping local agencies with rapid testing devices for on-site screening and immediate action, alongside training for inspection personnel. He also proposed establishing a risk monitoring and early warning system for edible oil safety, with regular monitoring, timely alerts, and updated standards, safeguarding the bottom line for food safety and agricultural production.
