Beijing, 4 December 2025 - To implement the 2024–2035 Master Plan on Building China into a Leading Country in Education and its accompanying Three-Year Action Plan, the Key Research Base for National Textbook Construction (Comprehensive Research on Continuing Education Textbooks) held its inaugural seminar on high-quality continuing education textbook development at the Open University of China (OUC).
Ms. TIAN Lixin, Director General of the Ministry of Education's Textbook Bureau and Dr. WANG Qiming, OUC President and Director of the Base attended the event and delivered the speech, Dr. LI Song, OUC Vice President and Executive Director of the Base and Mr. XU Mingjun, CPC OUC Committee Deputy Secretary co-chaired the seminar which were attended by more than one hundred representatives from the educational sectors, higher education institutes, research institutes, industries and enterprises.

Ms. TIAN Lixin highlighted the importance of advancing continuing education textbook development and set three requirements for the Base: to jointly fulfill the responsibility for textbook development; to strengthen academic foundations and leverage the Base’s supportive role; and to embrace the era’s mission to build an independent lifelong education textbook system.
Dr. WANG Qiming reviewed the Base’s progress of the past year, focusing on three areas: comprehensively implement and enforce the national priority of textbook development., creating an open collaborative platform for textbook development, and developing a three-in-one model for high-quality continuing education textbooks. He outlined the Base’s next-stage plan to align with national strategies, deepen textbook research, produce top-tier textbooks, and enhance the digital-intelligent empowered applications.
Keynote speeches were delivered by three experts including, TIAN Huisheng, Vice President of the Chinese Society of Education and Professor of Capital Normal University; ZHANG Li, Secretary of the National Education Consultative Committee; and DONG Yimin, Deputy Secretary of CPC Committee of the Chinese Academy of Press and Publication.
During the seminar, the Chinese Continuing Education Textbook Database was launched and appointments were presented to members of the Base’s Academic Committee and distinguished researchers.
Seventeen scholars from universities, research institutes, industries and enterprises, and publishing houses joined in the discussions on textbook system development, international experiences and local innovation, and digital textbook development.
In November 2024, OUC was designated as the Key Research Base for National Textbook Construction (Comprehensive Research on Continuing Education Textbooks). This seminar marks the Base’s first national academic exchange event.
