LI Liancheng, a member of the Communist Party of China (CPC), joined the Ministry of Education’s “One College Student Per Village” programme and studied Rural Administration at the Rural Revitalisation College of Henan Branch of the Open University of China from March 2008 to June 2010. He has been elected as a delegate to the 16th, 17th, 18th, 19th, and 20th National Congresses of the CPC, as well as a deputy to the 10th, 11th, 12th, 13th, and 14th National People’s Congress (NPC). He has been honoured with the title of “National Outstanding CPC Member”, “National Model Worker”, and has received the “National Moral Role Model Nomination Award”.

In the early 1990s, LI was among the first in his community to get rich. Subsequently, he dedicated himself to help his fellow villagers get rich. He quitted his job in the town and returned to his village where he taking the position of the Village Party Branch Secretary. Without waiting for external support, he relied on the strength of the villagers, inspiring their initiative and drive for entrepreneurship. By promoting the cultivation of greenhouse vegetables, the village achieved initial poverty alleviation. Leading by example, LI raised funds from the villagers and established a green food processing plant through a shareholding cooperative system. Further expansions ensured that every household held shares and received dividends.

With the motto “I’m ready to do whatever the farmers want” always in his mind, LI has, over the past three decades, led his fellow villagers in transforming Xixinzhuang from a once impoverished village into a modern rural community with an average annual income per capita exceeding RMB 40,000 yuan (approximately USD 5,532). During his over two-decade tenure as a deputy to the NPC, he has been listening to the voices of the people, caring about their concerns, gathering their insights, and addressing their difficulties. He actively contributes his insights and efforts to the cause of rural revitalisation.

Now in his seventies, LI has served as an NPC deputy for multiple terms, bringing the most pressing concerns of farmers to the annual Two Sessions. This year, his recommendations still focus on rural revitalisation. “My recommendations include facilitating the transfer of scientific and technological talent to rural areas, optimising the agricultural industrial structure, and others. They are all aimed at advancing the modernisation of agriculture and rural areas, and contributing to the development of Henan in the context of Chinese modernisation,” said LI.
