Recently, the results of the selection of outstanding alumni of the Open University of China (OUC) were announced, recognising 328 alumni from various industries across the country.

These individuals, with accomplishments as their foundation and technology as their wings, demonstrate resilience, confidence, and a pragmatic, enterprising spirit, writing a unique chapter of progress of the OUC people. From today on, the stories of some alumni will be selected for sharing. By reviewing their outstanding deeds and listening to their life insights, the OUC’s achievements in talent development over the last 45 years are highlighted.

Hong Shutang completed both his undergraduate and junior college studies at the Fujian Branch of the Open University of China. Currently, he is a member of the Party Committee and the director of the Political Work Office in the Changtai Sub-Bureau of Zhangzhou Public Security Bureau, and a first-level police sergeant. He has successively won honourary titles such as National Outstanding People's Police, Advanced Worker in Fujian Province, and Fujian May 1st Labour Medal. He has been awarded third-class merit for individual contributions twice, been recognised as an Outstanding People's Police in Zhangzhou City four times, and received four municipal-level special commendations and five county-level special or comprehensive commendations.

Since joining the police force in 1996, Hong Shutang has remained true to his original intention and made silent contributions. Rooted in the frontline of the grassroots level, he has always regarded public security work as his lifelong career, put the interests of the masses first, and made every effort to do practical things and solve difficulties for the masses, interpreting the responsibilities and commitments of a people's police officer through practical actions.

Guardian of Lucid Waters and Lush Mountains

In January 2015, Hong Shutang was transferred to be the director of the Forest Police Sub-Bureau of Changtai County Public Security Bureau in Zhangzhou, Fujian. In order to accurately grasp the grassroots situation, he fought on the frontline, went deep into the forest areas, listened to the voices of the people, investigated cases on-site, and solved cases of illegal logging of dozens of acres of forest, safeguarding the stability of the forest areas.

During his tenure as the director of the Forest Police Sub-Bureau, he led the police officers to solve 41 criminal cases related to forestry successively, detained 45 people in criminal custody, and handled 151 administrative cases related to forestry. In April 2016, the Mayangxi Forest Police Station of the Forest Police Sub-Bureau was rated as a first-class police station by the Ministry of Public Security, which was the only forest police station in Zhangzhou's forest public security system to receive this honour.

Defender of the People’s Interests

In December 2017, after being transferred to be the director of the Wu'an Police Station in Zhangzhou, Hong Shutang devoted himself wholeheartedly to his work. He focused on leading the team, organised selection activities such as "Monthly Law Enforcement Model Officer" and "Monthly Community Policing Model Officer", which greatly inspired the enthusiasm of the police officers in the Wu'an Police Station to do practical things for the people and handle law enforcement cases.

Over the years, he has always adhered to the principle that for every case solved, he would organise the police officers to analyse and study the new situations and characteristics of the case in a targeted manner, and gradually explored a new set of ideas for investigation and case-solving, thereby further improving the overall combat effectiveness and the ability to tackle tough problems of the team.

"Whether it is a major or minor case, it is related to the vital interests of the people and must be fully investigated." Since Hong Shutang took office, he has led all the police officers and auxiliary police in the Wu'an Police Station to comprehensively improve the comprehensive service effectiveness by taking the construction of the social security prevention and control system as the carrier. The number of preventable cases in the jurisdiction has decreased significantly, and the overall social security situation has remained stable.

The "Intimate Friend" of the Masses in the Jurisdiction

Hong Shutang, at the grassroots level, has always practiced the tenet of "serving the people wholeheartedly", and has won unanimous praise from the Party Committee, the government and the masses in the jurisdiction.

In March 2018, during his visit to the jurisdiction, he learned that many people could not have their adopted children registered for household residency, which seriously affected their children's schooling and medical treatment. This became a big worry in his heart. After returning to the Wu'an Police Station, he immediately arranged for the police officers to carry out a survey of unregistered persons, and actively contacted the village committees and civil affairs departments, and mobilied the police officers in many ways to assist the unregistered persons to solve the problem of household registration. Under his mobilisation, the police officers in the Wu'an Police Station launched an initiative to help the unregistered people register for household residency. They coordinated the deployment, implemented classified policies, and optimized services, and efficiently solved 34 long-standing household registration problems for the masses, winning the praise of the masses in the jurisdiction.

Hong Shutang can't remember how many good deeds like this he has done. Over the years, through one practical matter after another and one good deed after another, he has won a good reputation among the people and become a good director in the hearts of the people. During his tenure as director, the Wu'an Police Station ranked first in the evaluation of grid police stations and the great competition of grassroots basic work in Zhangzhou City for three consecutive years from 2019-2021. It has been awarded collective third-class merit by the Zhangzhou Public Security Bureau many times, collective second-class merit by the Fujian Provincial Public Security Department, and has been rated as an outstanding grassroots unit in Fujian public security organs.

Be a Mentor at the Auxiliary Police College

In April 2022, Hong Shutang was transferred to be the director of the Political Work Office in the Changtai Sub-Bureau of Zhangzhou Public Security Bureau. After taking office, he was busy running around, actively listening to the voices of the police officers and auxiliary police, providing spiritual motivation, showing concern for work, caring for life, and psychological counseling, making "turning to the organisation when in difficulty" the first choice rooted in the hearts of the police officers and auxiliary police.

Hong Shutang actively explored and innovated, and jointly established Zhangzhou's first auxiliary police school with the Changtai District Open University, building an educational platform of "integration of police and school" + quality improvement for auxiliary police, and comprehensively strengthening the standardised management of the auxiliary police team. In 2022, the Political Work Office led by him was rated as a "National Outstanding Collective in Public Security Political Work"; in January 2023, the labor union of the Changtai Sub-Bureau won the title of "Model Workers' Home in Fujian Province", which was the only advanced unit in Zhangzhou to receive this honour.

As a people's police officer, Hong Shutang has made extraordinary achievements in an ordinary post. With his practical actions, he has profoundly interpreted the supreme glory of a people's police officer and written an answer sheet that satisfies the masses in the new era with loyalty and commitment.
